In 2021,China has completed the achievements of depletion of poverty,and the focus of "three rural" work will turn to comprehensive promotion of rural resolution.As one of the many poverty and practices,the photovoltaic power station model has achieved remarkable results in the field of precise poverty alleviation,but also have some problems.Previous studies have focused on policy effects and implementation management and internal process management of government subjects.Wang Qing County,Jilin Province,is a pilot county of Poverty,studying its policy implementation,dynamically its development context has strong practical significance.This paper studies through the development of the development of the county’s photovoltaic power station poverty alleviation model,combined with the project case in-depth analysis,aims to enrich the management means in this mode,promote the continuous optimization of local government governance,and achieve photovoltaic The improvement of the poverty alleviation model of the power station.Based on the poverty vicious circular theory and new public management theory,this paper combines the national photovoltaic poverty alleviation industry policy history and the characteristics of the implementation of the Case Project of Jilin Province,through the use of literature research methods,combining the current,history,and future multi-perspective of local governments.The management results are analyzed in the current stage of the county’s mainstream mode representing the mainstream mode of centralized photovoltaic power station;The main difficulties,proposed to enhance local government project participation,improve project quality control and monitoring mechanism and to help the county’s standardized management and other means transformation of the county to household distributed photovoltaic power plant model transformation.For local governments,the local government provides recommended reference for policy connection,resource management,quality control,industry guidance,etc.,and is reflected in theory and practical significance.
