Research On The Effect Of Photovoltaic Poverty Alleviation From The Policy Perspective

In October 2014,the National Energy Administration and the Poverty Alleviation Office of the State Council jointly issued the Work Plan on the Implementation of Photovoltaic Poverty Alleviation Project,which was the beginning of China’s photovoltaic poverty alleviation project.Photovoltaic poverty alleviation,as an emerging way of poverty alleviation,refers to the use of photovoltaic equipment to convert solar energy resources into electric energy resources,which can be used by people to help the poor people out of poverty.Photovoltaic poverty alleviation has many advantages,such as pollution-free,green and sustainable.Therefore,in areas with good lighting resources,photovoltaic poverty alleviation combined with local realities can,on the one hand,expand the photovoltaic power generation market,and on the other hand,increase the income of the poor population,which is not only in line with China’s sustainable development strategy,but also conducive to the implementation of targeted poverty alleviation projects in China.The discussion on the effects and problems of photovoltaic poverty alleviation in this paper,to some extent,can enrich and improve the research on the practical and theoretical aspects of photovoltaic poverty alleviation,and provide good theoretical suggestions for the further construction of the policy framework of photovoltaic poverty alleviation with Chinese characteristics.Based on domestic and foreign photovoltaic photovoltaic research and domestic policy for poverty alleviation combing the aspects of theoretical basis,by using the method of combing analysis of literature,field methods of case analysis,T county in Shanxi Province as an actual research and the article breakthrough point,through the case analysis of photovoltaic different patterns in the process of implementation of benefits for poverty alleviation,The aim is to find the achievements of photovoltaic poverty alleviation at the present stage,as well as the policy omissions and problems in the development objects,land classification of poverty alleviation,funding source mode,income distribution,electricity price and subsidies,and then summarize the current situation and problems of photovoltaic poverty alleviation in China.Based on the practice of foreign photovoltaic poverty alleviation,combined with the actual situation of T County in Shanxi Province,this paper puts forward a feasible path to improve the current situation of photovoltaic poverty alleviation and promote sustainable development.
