In recent years,Internet technology has promoted the deep integration of digitalization and traditional industries.The existing characteristics of China’s water conservancy industry are a large number of infrastructure facilities and backward digital construction.The water conservancy department attaches great importance to the "digital empowerment" work,which also brings development opportunities for companies involved in the digital water conservancy business.The research object of this study is W Company,which mainly engages in the digital construction of water conservancy and has achieved certain market accumulation and technological precipitation in this field.At present,the company does not have a clear strategic direction.With the changes in the company’s environment,the previous model can no longer adapt to the current development,and the company urgently needs to develop a competitive strategy that matches it.Based on competition theory and market characteristics,a comprehensive analysis of the internal and external environment was first conducted using models such as PEST,Five Competitiveness,and Value Chain.Secondly,combining expert seminars and survey analysis,using Analytic Hierarchy Process and internal and external factor evaluation matrix,it was found that the company was unable to seize opportunities and leverage its advantages effectively.On this basis,this article uses the joint analysis method of SWOT QSPM to quantitatively analyze the qualitative key factors.Based on the differentiation strategy of 6.76 points and the concentration strategy of 6.68 points,it assists enterprises in determining the competitive strategy of "providing differentiated products and services by focusing on segmented fields to obtain core competitiveness of the enterprise".Finally,the company will plan specific implementation and guarantee plans around this strategy.The results of this paper will guide the development of the company,and summarize the strategic research process of "cognitive layer method layer implementation layer" during the research process,which has certain reference value for the selection and application of competitive strategies for technology-based small and medium-sized enterprises.
