| The Arctic waterway is the closest and most economical maritime trade channel between China and Northern Europe,which is known as the "golden waterway".With the global warming,the navigation window period of the Arctic channel is also gradually getting longer.The growth trend of the normal operation of Chinese ships in the Arctic channel puts forward higher requirements for navigation support services.At the same time,with the release of the white paper on China’s Arctic policy(2018)and the outline for the construction of a transportation power(2019),the important role of the Arctic channel in China’s shipping development and resource utilization has been raised to the highest position in history.In this context,the maritime safety administration of the Ministry of transport entrusts the Navigation Guarantee Center of North China Sea(NGCN)to participate in the research on issues related to maritime security services in the Arctic channel,and integrate the advantages of business resources to provide maritime security services for ships in the Arctic channel.This paper takes the improvement of the navigation support service capacity of the Arctic channel as the research content,selects the NGCN as the research object,and studies how to continuously improve the management system and mechanism,broaden the service content and improve the service quality,so as to better perform the public service function of the navigation support of the Arctic channel.Firstly,this paper introduces the historical background and significance of the research topic,explains the concepts of Arctic channel and navigation support service,and expounds the research situation of navigation support service in Arctic channel at home and abroad.Secondly,through the research on the current situation of the service,it points out that the NGCN has some problems in the navigation support service of the Arctic channel,such as single content,lack of power,backward technology and lack of talent,and deeply analyzes the reasons by using the methods of questionnaire and interview.Finally,using the comparative research method to absorb and learn from foreign advanced experience,and using the theories of new public service and performance management,this paper further improves the business management system and mechanism of the NGCN,puts forward the service performance index system,points out the path to strengthen the guidance of service innovation,constructs and improves the training system of special talents,and highlights that the navigation support service of the Arctic channel should adhere to the development concept of service-oriented and intelligent. |
