Research On China’s Arctic Route Homeport Selection

The warming of the climate has caused the melting of Arctic sea ice to continue to accelerate,and the full navigation of the Arctic route is just around the corner.The opening of the Arctic route will make trade between Asia and the Arctic more convenient,and will have a profound impact on the global shipping pattern and resource utilization pattern.Ports are the nodes of shipping routes and are closely related to shipping routes.The opening of Arctic shipping routes will inevitably have an important impact on the development layout of my country’s ports.To this end,my country should seize the opportunity to build my country’s "Arctic Route Homeport" at an appropriate time to promote the further development and utilization of the Arctic route and the sustainable development of the Arctic.The main research contents of this paper are as follows:Firstly,it explains the research background and significance of this article,summarizes the current domestic and foreign research status of Arctic routes and port competitiveness,clarifies the research content and research framework,and introduces the relevant content of the Arctic routes and the home ports of the Arctic routes;secondly,under the research hypothesis of the general navigation of the Arctic route,the type of cargo transported on the Arctic route is determined,and the eligible Chinese key ports of the Arctic route home port are selected according to the basic defining indicators and the competitive defining indicators.The basic defining indicators select the port’s import and export trade volume.The competition definition index selects the largest proportion of voyage reduction,the density of routes with North America and Europe,and the port’s foreign trade throughput;then,the port attraction strength is determined by the GRA-TOPSIS method based on the ideal point,and the cargo supply is predicted and weighted.Determine the weighted sailing time between the port and the Arctic route port,build a port cargo attraction potential model based on the determination of the model parameters,and perform model calculations to obtain the attraction potential value of each port for Arctic cargo,and then conduct a comprehensive analysis of the calculation results Then choose China’s Arctic route home port;finally,based on the results of the analysis,put forward China’s Arctic route home port development recommendations.This article has certain practical significance for the research on China’s Arctic route home port selection,which can prompt the port to plan the layout early and enhance the competitiveness of my country’s ports after the opening of the Arctic route.
