Research On Practical Village Planning Based On Multi-plan Integration

Villages are an important carrier of China’s economic and social development.For a long time,it has been subject to the imbalance between urban and rural development,facing problems such as population loss,disappearance of traditional culture,decline of industries and degradation of the ecological environment.In order to alleviate the current difficulties faced by villages,China has deployed and implemented the rural revitalization strategy,and village planning is an important measure to promote this strategy and co-ordinate urban and rural development.In traditional village planning,there are common problems such as uniformity in planning,insufficient user participation and failure to implement the plan.In the new era of "multi-plan integration",in order to achieve effective,useful and manageable village planning,it is necessary to transform the thinking to a more comprehensive and effective "practical village planning".Therefore,this paper examines the theoretical basis and methodology of practical village planning in the context of "multi-plan integration",and uses the Matou village in Jiujiang City as an example for planning practice,with the following three findings:(1)In terms of literature research,by comparing the development history of village planning in China and abroad,it is found that China still has deficiencies in both establishing a regulatory system and guiding public participation in construction planning.Compared with the actual demands,the preparation of village planning in China at the present stage is plagued with the problems of parallel conflicts between multiple regulations,contradictory division of land,inadequate planning content,insufficient planning practicality and difficulties in planning implementation.(2)In terms of the preparation method,combined with current relevant policies and guidelines,the functional positioning and preparation principles of practical village planning were summarized,and a preparation path of "data collection and collation,comprehensive analysis of the current situation-articulation of the inside of the city planning " master planning ",clarification of development objectives-construction of an content framework,classification and guidance for preparation-proposal of near-term plans,guarantee of planning implementation" was constructed,the technical points and main contents of multi-plan integration has been studied,a practical approach to village planning based on "multi-plan Integration" has been developed.(3)In terms of planning practice,the planning methodology was applied to Matou Village.Through preliminary field research,the development advantages and shortcomings of Matou Village were analyzed,and the future development positioning of Matou Village was proposed to be a beautiful village with "ecological livability and integrated production and scenery",taking into account the requirements of the inside of the city planning "master planning".Based on the current deficiencies and development targets of Matou Village,a specific planning scheme has been developed in two dimensions: rural areas and natural villages.In the planning of rural areas,the spatial layout of "production-living-ecological" space areas has been optimized,and the land use pattern has been adjusted,remediation and restoration plans have been proposed for agricultural land,construction land and ecological land in the rural areas,and a planning strategy for the integrated development of the three industries has been formulated,forming an industrial spatial pattern of "one axis,two centers,three points and four zones",and making up for the shortcomings of public service facilities and infrastructure in the village;in the natural villages planning,an analysis of the building quality and an inventory of the current status of the residential bases of the 15 natural villages in the village area has been conducted,and a plan layout guideline has been proposed;finally,a near-term construction plan and a guarantee for the implementation of the plan have been formulated to ensure the smooth implementation of the plan.This study summarizes the practical village planning theory and methodology of "multi-plan integration",which is conducive to promoting the process of village planning.Taking Matou Village in Jiujiang City as an example,the practical village planning preparation is conducive to improving the efficiency of land use,promoting industrial development,improving the disorderly construction of natural villages and contributing to the revitalization of rural villages in Matou Village,and its preparation path can also provide certain reference and value for similar villages.
