Research On Village Planning With Multi-Planning Integration

Since the policy of reform and opening-up,huge achievements have been made in economic growth and social development.But due to the long-established urban-rural dualism,development was limited deteriorating "three conflicts".Meanwhile,the rural still undertakes the mission of ensuring food security,protecting the ecological environment,inheriting traditional culture and ensuring the income of hundreds of millions of farmers.To solve the current contradiction of rural development,19th CPC National Congress proposed the implementation of the strategy of Rural Revitalization to revive rural population,land and industry.The strategy of Rural Revitalization provides an important strategic basis for rural development and urban-rural co-ordination in the new era.To realize Rural Revitalization,we must have scientific and reasonable village planning as a guide.So under the policy of Rural Revitalization,it is significant to study Multi-Planning Integration Village-planning to revitalize land resources,improve rural environment and enhance rural value.The paper,taking the village-planning of villages which are called Youzishan and Qingshan in Gaochun District,Nanjing City as an example,studied village-planning on the scale of multi-planning integration.The main research contents are as follows:(1)Through the analysis of relevant studies on village-planning and multi-planning integration,the paper summarized the current research progress and deficiencies at home and abroad.On this basis,the theoretical basis and the characteristics of village-planning are proposed.(2)Through the research and analysis of various village-related plans.the paper analysis the main problems of multi-planning coexistence and the causing of multi-planning conflict.On this basis,the paper put forwards the paths for the village-planning compilation on the scale of multi-planning integration.(3)Through the investigation and socio-economic and land use analysis of the research cases.the paper cognizes the status of the research cases.Combining with the relevant planning objectives,the paper reasonably determines the development goals and planning strategies of the villages,thus forming the idea of land use planning of the villages.On the basis of the delimitation of "three zones and three lines",the paper delimits"three sheng spaces" of the research cases.Through the special planning of the ecological land,agricultural land and construction land,the paper carries out the comprehensive planning of the villages.(4)Through the study of case planning,the paper summarizes the experience of multi-planning integration village-planning,and forms relevant research conclusions.Through the above research,the main conclusions are as follows:(1)Village-planning has the main characteristics of emphasizing implementation,comprehensiveness,public participation,multi-objective and prominent characteristics,and puts forward the implementation methods of comprehensive investigation,multi-integration,public participation and industry guidance.(2)There are many problems in various village-planning,such as different ideas,different processes,different data,different regulation rules,and poor public participation.The reasons lie in such factors as the status of the legal system,the game of administrative interests,the interpenetration of the planning system and various standards of technical parameters.Planning integration must be carried out by integrating unified planning data,promoting comprehensive planning coordination and improving planning supervision and guarantee.(3)By recognizing the current situation of the study area,combining with their own resources and development will,the paper develop efficient agriculture and tourism industry as the overall goal of development and implement differentiated land use planning strategies.Under the guidance of land use planning strategy,related work such as "three zones and three lines" delimitation,"three sheng spaces" delimitation,special land use planning,village planning integration and so on are carried out to form an effective multi-planning scheme for integrated villages.(4)Through the preparation of village-planning in the study area,the paper summarizes the experience of "industry guidance,multi-participation,multi-village association" in village-planning on the scale of multi-planning integration.As well as,the planning idea,"full docking,strengthening integration of relevant planning;database operation,ensuring data accuracy;combination of indoor and outdoor researches,adjusting land classification;special planning first and then comprehensive planning,optimizing the layout of land use;coordinate the needs of all parties,forming a win-win situation",is proposed.
