With the development of the national economy,by the end of 2021,the total mileage of highways in China has reached 5.2807 million kilometers,and the total mileage of expressways has reached 169100 kilometers,ranking first in the world [1].China has entered the ranks of transportation powers.According to the requirements of the general goal of "people’s satisfaction,strong guarantee and world leading" put forward in the Outline of Building a Transport Powerful Country,in order to ensure the road safety and smoothness,establishing a fast response,perfect and reliable traffic emergency rescue system and improving the level of highway operation and management have become the primary task of high-speed highway operation and management units.Aiming at the problems existing in the expressway information system,such as network isolation,difficulty in unified command,large number of on-site personnel carrying equipment,low comprehensive utilization rate,difficulty in real-time consultation,isolated island of data,difficulty in use,lack of unified presentation,this paper proposes a SIP based expressway integrated communication command and dispatching system,that is,organically combine different types of communication technologies to form an end-to-end data transmission system,To make data transmission more secure,efficient and stable,build an "peacetime and wartime" all media integrated communication command and dispatching system,which can not only meet the daily duty,command and communication,mobile law enforcement,business inspection and other application scenarios,but also meet the requirements of wartime emergency command,emergency rescue,emergency decision-making,and achieve the purpose of unified command and joint action,The goal of "visible,accessible,mobile and traceable" is achieved,which truly reflects the concept of "one platform,one system" expressway all media integrated communication command and dispatching.The following researches and applications are mainly carried out:First,analyze the main information systems associated with the existing command and dispatching system of the expressway,including video monitoring system,business telephone system,video conference system,on-board wireless video transmission system,public network trunking intercom system,emergency telephone/broadcast system and data transmission scenarios,and sort out the difficulties and pain points of the existing information system that the existing command and dispatching system relies on,It provides a theoretical basis for the subsequent selection of key technologies,determination of key indicators and system design.Secondly,according to the current situation of expressway information system in Guangdong Province and the coordination requirements of multi business departments in expressway emergency command,the architecture of the integrated communication command and dispatching system is designed,and the hierarchical structure of the system is divided based on the system network architecture.At the same time,the data model,core components,system performance and system security are designed based on the idea of modular design.It mainly includes: distributed deployment and dual machine hot standby are adopted to ensure loose coupling,uninterrupted,reliable and stable operation of the system;CDN acceleration technology is adopted to ensure low delay and high availability of system information transmission;Standard interfaces and general protocols are adopted to ensure that the system is easy to expand,fast to adapt,fast to integrate and capable of secondary development;Adopt multiple reliable technologies such as public network and private network multiple access authentication,data encryption,and directional mobile data channel to ensure the independent and safe operation of the system;The SIP exchange service platform based on open standards provides a scalable integrated communication command and dispatching system scheme,which can deploy the integrated dispatching platform and application service platform according to the actual terminal type and number,and complete the registration and access management of old systems and terminals.On the overall architecture,the integrated communication command and scheduling can be stacked on a variety of application service platforms to enable media terminals of different formats to access the integrated scheduling platform.Finally,based on the specific design of expressway integrated communication command and dispatching system,combined with the actual needs of expressway daily operation management and emergency management,various functional modules of the system are realized,including the realization of basic service functions,the realization of PC dispatching console functions,the realization of the main functions of intelligent terminal APP,the realization of the main functions of smart phones and the realization of the non functional requirements of the system.The company built,installed and deployed the system in a section of the expressway in Guangdong Province,and tested the system from two aspects of function and performance,which verified the reliability,security and high availability required by the system,and proved that the system can meet the requirements of smooth,reliable and safe communication during the daily operation and management of the expressway and emergency response,and achieve the full media business integration communication Cross network security access and interconnection of various business systems.
