Smog has become more frequent in recent years,endangering people’s health.One of the main causes of air pollution is the traditional way of burning coal in winter for heating in rural areas in the north.The state issued various policies to promote clean energy to control air pollution,coal to gas is one of the important projects.Natural Gas has obvious environmental protection advantages and energy-saving benefits compared with the traditional bulk coal in rural areas.Gas Pipeline construction projects have been developed in rural areas.Gas Pipeline accidents happen from time to time in cities and towns,and more attention should be paid to gas pipeline construction projects in rural areas.Because the construction of rural gas pipeline is affected by its unique environment,construction quality,technical,material quality and other factors,there are many risk management problems.In addition,the construction of rural gas pipeline can be used for reference and lack of experience,risk accidents are inevitable.Therefore,it is necessary to strengthen the risk management in the construction phase of rural gas pipeline.This paper starts from the construction phase of rural gas pipeline research,the research content is the following aspects:Firstly,this paper introduces the research of Risk Management at home and abroad,the concept of gas pipeline construction engineering and the related theory,research procedure and research method of risk management,the common risk identification,risk assessment,risk response and risk monitoring methods are introduced in detail.Based on the theory and method of Risk Management,this paper discusses the general situation of HY rural gas pipeline construction,taking HY rural gas pipeline construction as the research object.Through the literature research,field research,case analysis,expert scoring method,search for relevant gas pipeline construction information,applying relevant theories of risk management,this paper makes a comprehensive understanding of the risk factors of HY rural gas pipeline construction project.The list of risk factors for construction of HY rural gas pipeline was determined,including four first-class risks and 17 second-class risks.Using analytic hierarchy process(AHP)to construct risk evaluation index system,determine the weight of risk index,and test the consistency.The Evaluation Index Matrix is constructed by questionnaire method,and then the fuzzy comprehensive evaluation is carried out to obtain the evaluation results and determine the main and secondary risks.Then,according to the analysis results and the actual project,the risk measures are taken to the identified risks,and the project is completed and accepted.Through the research,it is found that the risk grade of HY rural gas pipeline construction project is general risk,the project can be carried out as scheduled,the biggest risk comes from the quality risk,the next is the management risk,the technical risk and the last is the environmental risk,in the process of implementing risk management,it is necessary to strengthen the management and control of quality risk.In this paper,by using a complete set of rural gas pipeline construction project risk management methods,HY rural gas pipeline construction project risk management in a controllable state,effectively improve the capacity and level of risk management.Tje successful completion of HY rural gas pipeline construction project has a certain reference to other rural gas pipeline construction risk management.
