Study On Water Traffic Management Of Z Maritime Safety Administration

The essence of maritime water traffic management is government public management,water traffic management is the specific expression of national governance at the maritime level,and have both national governance and industry management characteristics.Under the background of the new era,new opportunities,new requirements and new challenges faced by water traffic safety management have promoted the maritime sector to further improve water traffic management capabilities.In 2020,China Maritime Safety Administration proposed for the first time to build an all-elements of large-scale traffic management center on water.In 2021,the " 14 th Five-Year Plan" development plan for the maritime sector proposed that by 2025,a dynamic management and control pattern of all-elements large-scale traffic management center on water will be initially formed.the standardization,precision and intelligence of Maritime water traffic management and service will become the future development trend.This paper is based on the current situation of water traffic management in the new era of the Z section of the Yangtze River and the construction and operation of the all-elements of large-scale traffic management on water.Through the study of domestic and foreign water traffic management research results,carry out research around the relevant work within the scope of the vessel traffic management responsibility of the maritime department.And comprehensively analyze the status quo of Z Maritime Safety Administration’s water traffic management from the aspects of organizational system,business process,technology application,etc.,using public management theory,e-government theory,and refined management theory through literature research,survey research and other research methods,,deeply analyze the operation mode and actual needs of the current water traffic management mode.It also analyzes the problems and reasons from the aspects of mechanism,technology and human resources.At the same time,the study proposes suggestions for optimization in several aspects based on the relevant experience of other countries and regions.The study has found that Z Maritime Safety Administration continuously integrates system resources,optimizes functional allocation,and promotes element collaboration in water traffic management work,releasing innovative dividends from the construction of the all-elements of large-scale traffic management center on water,and improving the operational efficiency of maritime water traffic management.However,there are still practical problems such as the need for further improvement of supporting mechanisms,the need to strengthen the training of water traffic management talent teams,and insufficient synergy and efficiency of social force.The paper propose countermeasures and suggestions from aspects such as improving supporting mechanisms,strengthening comprehensive law enforcement,strengthening risk control,enhancing collaborative governance,emphasizing information application,and increasing talent cultivation,in the hope of providing relevant guarantees for promoting the high-quality development of local economy and society,and providing reference for government departments to enhance the efficiency and quality of water traffic management on the Yangtze River,as well as for water traffic management work in other regions.
