Marine traffic security management is one of the most important parts of Marine traffic engineering. It is defined as the management on vessels and marine area for avoiding pollution and the damage of vessels and cargoes. The aim is to keep marine traffic order, ensure the security of the vessels, avoid and deduce vessel traffic accidents and protect marine circumstance against the vessel pollution. This paper makes the research on marine traffic security management of Dalian port.The paper is composed of 5 chapters. The first chapter makes the introduction of the definition of Marine (vessel) traffic security and introduces the condition of Dalian port. The second part analyzes navigation circumstance, vessel accidents, bylaw and some other aspects and finds the sticking point. Based on Grey System Theory, this part establishes and analysis model of the accident's main causes on port vessels incidence. The aim of the analysis model is to find out the main causes of the vessel accidents. The third and fourth chapters is the core part of this paper. The third chapter puts forward amelioration methods of marine traffic security management of Dalian port based on the hereinbefore analysis and the reference of foreign advanced experience. The fourth chapter sets forth the practice of the amelioration methods. In the final part suggestion is put forward for the future development.
