With the large-scale investment in infrastructure projects in China,the whole process engineering consulting mode gradually occupies the dominant position in the consulting mode of large infrastructure construction projects.The traditional consulting mode has the problems of insufficient control of the whole project and insufficient scientificity of the pre-project planning and demonstration.The whole-process engineering consulting starts from the whole life cycle of the project,integrates and manages the whole process and all aspects,provides high-quality consulting services through the way of management efficiency,and improves the success rate of the project.How to develop service standards and service content,improve service mode,build a new evaluation system of enterprise engineering consulting service capability,explore new evaluation methods,give full play to the core value of consulting service and realize the benefits of the whole life cycle of the project,has very important theoretical significance and application effect.This paper firstly analyzes the current situation of domestic and foreign research on the capability of whole process engineering consulting service,compares the development history and research direction of engineering consulting within foreign countries,compares the mainstream maturity model,introduces theories such as engineering consulting and maturity model respectively,and analyzes the influence of whole process management on the capability of consulting service of large infrastructure construction projects.It analyzes the current situation of China’s whole process engineering consulting industry,conducts research on the application of large infrastructure projects,realizes the design of the maturity model of whole process engineering consulting service capability,and completes the index system for evaluating the maturity of whole process service capability.The core contributions are as follows:(1)Starting from the model of whole-process engineering consulting service,considering the basic characteristics of large-scale construction facilities projects,the consulting service capability of enterprises is evaluated in five aspects: operation capability,interaction capability,foundation guarantee,professional module consulting service capability and information technology service capability respectively.(2)Based on the five capabilities of consulting enterprises,5 primary indicators and 20 secondary indicators are designed,and a service capability evaluation index system integrating the whole process management of engineering consulting is designed by integrating the advantages of maturity model.The system fully considers the comparative strength and conflict between evaluation indicators,integrates CRITIC operator assignment method and maturity model to assign weights to indicators,and optimizes dynamic adjustment of weights to determine model parameters.(3)The questionnaire design and sample data collection were completed by using "Questionnaire Star",and the SPSSPRO data platform was used to test,filter and adjust the sample data objectively.Finally,the model was designed and the service capability of the consulting company was evaluated by taking X airport expressway in Fujian Province as an example.The case data shows that the designed engineering consulting service evaluation model can realize the evaluation of the service capability of the enterprise,and provides a new idea for the enterprise to continuously improve the service capability.The research results of the thesis project are useful for the industry and enterprises to provide whole-process engineering consulting services,and have good reference significance for consulting enterprises to improve their whole-process engineering consulting service capability.
