By using the method of literature analysis,through reading and understanding the domestic and foreign research and the theoretical principles of "3R",put forward strategies that meet the actual needs under the "3R" principle,and in the future wave of low-carbon life development in China,seek a "green economy" cultural and tourism homestay that conforms to the national low-carbon strategy and meets the people’s living needs for the construction of tourism homestay,but the local residents are not suitable for the operation of building materials,It has caused a lot of waste,and at the same time,it does not cherish some sustainable resources.The waste of materials has also caused a lot of damage to the local environment,such as burning construction waste,etc.The buildings are very old,and the form of the buildings is too homogeneous,giving people a very bad impression,and can not well attract tourists to stay and watch the surrounding environment.Using the content analysis method,study and summarize the basic concept of "3R" principle,and explain the reduction;Reuse;The principle of recycling is consistent with the principle of culture and tourism homestay.Referring to the design of homestay under the green circular economy at home and abroad,the principle of "3R" has brought advantages to the planning of culture and tourism homestay,namely the reduction of the use of construction raw materials,the reuse of materials in the process of use,the recycling of materials,and finally the green treatment and harmless treatment of materials.Therefore,how to use the theory of circular economy to guide the material saving in project construction is of great significance to save the project cost and protect the natural environment.The basic concept and planning of excellent domestic and foreign cultural and tourism homestays are described by case analysis.At the same time,some basic principles and ideas in the design of "3R" homestays are described through the three steps of "tracing,manufacturing and continuation",and the feasibility of the development of homestays in modern society is explained to the readers.In combination with the above principles,it shows the readers the practical application of some excellent cultural and tourism homestays in the three ways of traditional cultural elements,homestay design modeling and circular economy thought,and applies these three steps to the final design scheme.The field survey method was used to conduct field exploration and take photos in Yangjiazhong Bay,and the local cultural environment was elaborated,and the advantages and disadvantages of the area were analyzed.Finally,based on the "3R" principle,the Yangjiazhongwan cultural and tourism homestay is transformed.The author divides the local homestay into three areas-"ancient construction area","industrial area" and "modern area",which correspond to the development process of the local city,preserves the local culture,tells the development history of Wuhan in the form of cultural and tourism homestay,and shows the innovation and feasibility of the "3R" principle circular economy homestay to the readers through the design scheme of the three areas,Provide a train of thought and idea for the future development of cultural tourism homestay.
