The document "Several Opinions on Further Deepening the Reform of the Electric Power System"(ZF [2015] No.9)issued by the Central Committee of the Communist Party of China and the State Council points out that incremental distribution investment business should be gradually opened to qualified market entities,and all sectors of society should be encouraged to participate in the investment and operation of incremental distribution networks.According to research,there are no fixed business methods and supporting policies for investment and construction of incremental distribution business,which makes social capital dare not easily invest in incremental distribution business,resulting in slow progress in the reform of incremental distribution business.Moreover,incremental distribution networks have problems such as low overall income and unreasonable income distribution.In response to the above issues,in this paper,with the background of incremental distribution networks,in order to break the monopoly situation in the industry of power grid enterprises,we have conducted research on the optimization scheduling and revenue distribution strategies for incremental distribution networks under the coordinated cooperative alliance model,,the following research has been carried out:It is first established a mixed ownership company with five major stakeholders on the basis of the PPP,taking into account the government,investors(energy Internet enterprises),equipment(power construction and operation companies),distributed power operators and cloud energy storage suppliers,to establish a government led a multi-party cooperative alliance to manage incremental distribution business.And analyze the rights and responsibilities of each member in the overall cooperative alliance,and then determine the income source of the overall cooperative alliance.Then,in order to improve the overall benefits of the integrated cooperative alliance,on the basis of the above,analyze the influencing factors of the benefits of the members of the cooperative alliance,determine the goal function of the benefits of each member of the alliance,take the maximum benefits of the cooperative alliance as the optimization scheduling goal,and take into account the benefits and constraints of each member of the alliance,propose and establish the incremental distribution network optimization scheduling model under the integrated cooperative alliance mode,The improved NSGA-Ⅱ algorithm is introduced to solve the model.The simulation results show that the model can not only improve the overall revenue of cooperative alliances,but also maintain a high level of revenue for each member of the alliance;The optimized real-time electricity price and demand response mechanism can achieve the goal of peak shaving and valley filling,and reduce power consumption costs;Compared with traditional algorithms,the improved algorithm has fast convergence speed and won’t fall into local optimization.Finally,in order to alleviate the contradictions among the members of the cooperative alliance and rationally distribute the benefits of the cooperative alliance,a coordinated market competition model for the cooperative alliance is established based on the cooperative game theory.The traditional Shapley value method is improved by introducing three indicators: risk level,profit contribution,and profit growth rate of each member of the cooperative alliance.A revenue allocation strategy for incremental distribution networks based on the multiple indicator improved Shapley value method is proposed.The simulation results show that choosing cooperation among alliance members can improve the overall revenue of the cooperative alliance;With the increase of market risk,cooperative alliances are more inclined to let risk preference members increase their efforts to obtain additional benefits;The proposed income distribution strategy can better maintain the stability of the alliance and attract more social capital to participate in the investment and construction of incremental power distribution business.
