Shapley Allocation Of Cooperation Income Of Water Transfer PPP Project

China’s water resources are unevenly distributed,and the shortage of water resources has become the restricting factor of economic and social development in many regions of China.The construction of diversion project is the basic measure to solve the contradiction between water supply and water supply.At present the government investment as the main mode of construction,has been difficult to meet the demand of led large water diversion project construction funds,by referencing the PPP(Public Private Partnership)model and the introduction of social capital,can effectively reduce the pressure on the government financial expenditure,improving the project investment and operating efficiency.However,government departments have the social public interest protection functions,social capital has stronger profit-driven,because both parties involved in construction diversion of the PPP project target inconsistency,thus easy to cause conflicts of interest between the two sides,even lead to lead the diversion PPP project implementation failure.Therefore,it is of great significance to design a fair and reasonable income distribution scheme to coordinate the conflicts between different stakeholders and ensure the smooth development of the PPP project.First of all,analyze the lead water diversion PPP project stakeholders,define the core stakeholders of lead water diversion PPP projects for government departments,social capital,and lead the diversion PPP project SPV company,and analysis of the interests of the parties in the lead the PPP project demands as well as the game features;To determine the source,distribution and distribution principle of cooperative income of the PPP project;By collating relevant scholars in recent years,the selection of cooperation profit distribution impact factors,to determine lead water transfer income distribution influence factors for the PPP project cooperation resources,effort level,risk-taking and contribution degree,and to measure its parameters.Then,will the government departments,social capital and lead the diversion PPP project SPV company common development and construction diversion of the PPP project as an alliance cooperative behavior,in fact they have formed the alliance,and all are participants of cooperative game;By means of Shapley value method,the influence factors of cooperative income distribution are introduced.On the basis of ensuring individual and group rationality,the income quota obtained under the cooperation of all stakeholders is calculated.Secondly,on the diversion PPP project each stakeholder participation levels have the characteristics of uncertainty,fuzzy cooperative game theory in the level of the applicability of fuzzy conditions,on the basis of the Choquet integral form,will each stakeholder participation level to expand as fuzzy Numbers,by using fuzzy Shapley value method,designed the participation level fuzzy lead water transfer under the condition of the PPP project income distribution scheme.Finally,water diversion to the PPP project uncertainty of various stakeholders,such as the characteristics,analysis of fuzzy cooperative game theory in payment under the condition of applicability,expected returns from each stakeholder as a fuzzy number,the fuzzy pay,on the basis of cooperative game,with the aid of fuzzy structure element theory,we design a fuzzy Shapley value method based on structural units of water diversion PPP project income distribution scheme.
