| Under the background of climate change,natural disasters,especially floods,have frequently occurred in China in recent years,causing great economic losses to people’s lives and property.After the super strong autumn flood in 2021,the shortage of emergency material dispatching for flood disasters in Shanxi Province still stands out.The purpose of this thesis is to discuss the current situation of emergency material dispatching for flood disasters in Shanxi Province,and to build an emergency material dispatching model of "single material,multi-supply point,multi-demand point and multi-objective" which ranks and ranks urgency considering the characteristics of demand points.By analyzing simulation cases with improved genetic algorithm,an appropriate dispatching scheme is obtained.The main research work is as follows:(1)The flood disasters in Shanxi Province in recent years are described and analyzed in detail,and representative characteristic data are extracted to guide emergency material dispatching.The characteristics of ten major flood disasters in Shanxi Province since the founding of the People’s Republic of China and the annual flood disasters records in recent ten years are analyzed.After systematically sorting out literature research and news reports,the emergency material dispatching in Shanxi Province is comprehensively analyzed.(2)Based on the description and analysis of the current situation of flood disasters in Shanxi Province and the current situation of emergency material dispatching,an accurate emergency material dispatching model is put forward to effectively implement material allocation.Inspired by the guideline of emergency management accuracy in Shanxi Province,the emergency degree of each disaster site is ranked and ranked accurately by the method of Entropy Weight TOPSIS.In the case of certainty and uncertainty,we consider the urgency of each demand point and the dispatching time difference of supply point,establish a multi-objective dispatching model based on timeliness,fairness and economy,and obtain a reasonable dispatching plan.(3)This thesis studies the solution methods of emergency material scheduling models,compares the results of three types of calculation methods,proves the effectiveness and practicality of genetic algorithms combined with Variable neighborhood search approaches,and provides an optimized emergency material scheduling method.The results show that under the principle of timeliness,fairness and economy of emergency material dispatching,the improved genetic algorithm is more efficient for the multi-objective optimization model considering hierarchy.The research can provide decision support for the formulation and dynamic adjustment of emergency material dispatching plan under emergencies. |
