| The world’s energy structure is dominated by coal,oil and natural gas,and supplemented by non-fossil energy such as hydro,wind,solar and nuclear energy.As more than 100 countries around the world signed the Paris Agreement,the development of clean and low-carbon energy has become an overriding trend of world energy development.In 2020,the Chinese government put forward a strategic goal of peaking carbon emissions by 2030 and achieving carbon neutrality by 2060.To achieve high-quality development and decrease energy consumption,China has taken measures to control aggregate energy consumption and intensity.To promote energy revolution,we need to shift the pattern of energy use,optimize energy mix,and build a modern energy system that is clean,low-carbon,safe and efficient.Hydrogen has many advantages,such as small quench distance,superior combustion performance,no pollution,good end-use application.Considering the pendulum of environment protection and economic development,the hydrogen,as an energy source and carrier,is a kind of ideal secondary energy that can be widely used.But its safe,green and efficient production,storage and transportation are prerequisite of hydrogen’s large-scale application.There are still a lot of technical and economic constraints,and large-scale commercial applications of hydrogen are not yet available.Therefore,it is necessary to strengthen the analysis and research of key technologies in the hydrogen energy industry chain,and accurately grasp the trend of technology.Coupled with economic and policy support from the government,these efforts will help accelerate the transformation of China’s energy structure.After systematically sorting out the hydrogen energy industry,we will highlight the problem oriented research,deeply investigate the upstream,midstream and downstream of the hydrogen energy industry,analyze the problems and pain points in the industry,and elaborate the necessity of financial policies to support the development of the hydrogen energy industry through the relationship between the basic financial theory and the development of the hydrogen energy industry.By analyzing the current domestic financial policies for hydrogen energy development and drawing on the experience of foreign financial policies to support the development of the hydrogen energy industry,the study puts forward policy recommendations:First,it is proposed that the formulation of fiscal policy should be closely combined with the whole hydrogen energy industry chain.In addition to supporting the downstream hydrogen fuel cell vehicles,the policy should be based on the characteristics of the hydrogen energy industry to cover the upstream and midstream links such as hydrogen production,storage and transportation,promote the closed-loop development of the industrial chain,and prevent the mutual constraints caused by imbalance.Second,the formulation of hydrogen energy policy should be combined with a series of low-carbon development policies in China’s current energy and power industries,and actively play the combined effect of hydrogen energy fiscal policy and carbon market trading,green finance,green certificate power trading and other policies.The third is to reflect the foresight of the financial policy recommendations for hydrogen energy,predict the industry development cycle and operation rules,and put forward the criteria for the decline of financial support.Hydrogen energy should eventually compete with similar energy products in the market,that is,it should be market-oriented to point out that the evaluation should be based on the economy and carbon reduction effect. |
