| The report of the 20 th National Congress of the Communist Party of China emphasized the need to accelerate the construction of a powerful transportation country.In October 2021,when attending the opening ceremony of the Second United Nations Global Conference on Sustainable Transport and delivering a keynote speech,General Secretary Xi Jinping emphasized that several generations have built bridges across mountains and rivers,built a transportation power,and are accelerating the construction of a transportation power,this fully reflects the high importance that the Party Central Committee with Comrade Xi Jinping as the core attaches to the development of China’s transportation industry.With the rapid social and economic development,more and more cities of large or medium sizes are taking shape and making expansions,which entails the respective development of the transportation.With the crossing and intersection of railways,expressways,waterways,aviation and other traffic lines,comprehensive transportation hubs come into being with a combination of aviation,railways,expressways,urban rail transits,public transports,buses and other means of transportation.These hubs,as important junctions of inner-or-inter city transportation,are also “show windows” of their cities.However,how to properly manege these hubs with a high concentration of pedestrians,vehicles and logistics becomes a pressing issue.It is also very challenging that the management involves multiple actors,including the government,enterprises,the society and citizens,thus needs effective management models and systems using collaborative governance to achieve common goals.In this paper,the author studies the collaborative governance of the Wenzhou Airport Comprehensive Transportation Hub.The state of play of its collaborative governance,including the matchability of its common goals,design of systems,choices of behaviours and external conditions,is under extensive discussion.Through literature review,field visits,personnel interviews,questionnaire and other ways,this paper aims at mapping out the problems,obstacles and pitfalls of the collaborative governance of the Wenzhou Airport Comprehensive Transportation Hub,it comes to the conclusion of problems on four dimensions:As regards the matchability of common goals,details of the common goals are not well grasped by various parities of collaborative governance;As regards design of systems,the construction of the collaborative system of comprehensive transportation cannot meet its schedule;As regards choices of behaviours,the participation of various actors is uneven;As regards external conditions,the collaborative activities are constrained by environments and external conditions.By analyzing the reasons behind the problems,this paper provides basis for the future improvement of the collaborative governance of the Wenzhou Airport Comprehensive Transportation Hub.Applying the collaborative governance theory and the collaborative government theory among others,this essay explores responses and suggestions to the existing problems of the Wenzhou Airport Comprehensive Transportation Hub,which include: First,by improving comprehensive governance mechanism,and giving full play of its effects.With the establishment of mechanisms for communication and cooperation,interest-sharing and supervision,various players will be able to tap into their strength and focus on their upper hands,so at to maximize the overall effects;Second,by paying special attention to the building of information platforms,in bid to create an effective collaborative system.Effects will be made to create a smart network,to design and develop a smart management system,to improve the unique services for civil aviation through a smart platform,thus leveraging the comprehensive advantage of transportation network and updating lean management;Third,by adapting to a multiple-actor mindset,to overcome obstacles of the comprehensive governance,by clearly defining responsibilities,making sound task distribution and cooperation,and fostering common participation into the governance of the comprehensive transportation hub;Fourth,by fostering enabling environment and external conditions,with better coordination of transportation development strategies.Favorable policies shall be made good use of,while funding be fully put into place.Efforts shall be ramped up to increase communications and media coverage of the comprehensive governance,and to put into practice the building of China into a country with strong transportation network..The goal of this paper is to optimize the collaboration between government agencies,the government and enterprises,the government and the society and enterprises and the society,in a bid to improve the management of the Wenzhou Airport Comprehensive Transportation Hub area and provide high-quality public services to tourists and citizens,so as to achieve the common goal of the safe,orderly and smooth operation of this area. |
