Public health emergencies have brought great impact on our life and study, and introduced unstable factors into the normal organization of education and learning in primary and secondary schools, the physical and mental health of teachers and pupils, and the preservation of the campus’ s ecological environment.Public-health emergencies have brought great impact on our life and study, and brought unstable factors the normal upbringing and teaching in primary and secondary schools, the physical and mental health of teachers and pupils, and the maintenance of the health of teachers pupils and the campus’ ecological environment. How to prevent, cope with and deal with the emergency of primary and secondary school buildings, maintain the teaching order of primary and secondary school buildings, protect personal property safety,as far as possible to prevent risks and reduce injuries,is very urgent,so how to improve the design of primary and secondary school buildings for public health emergencies has become an urgent issue.A system for identifying the risk of public health emergencies is an important safeguard to reduce the risk of emergencies in primary and secondary schools. The level of identification and prevention of public health emergency risks in schools directly affects the ability of schools to cope with the risks.Scientifically develop and optimize a mechanism for identifying and preventing risks of public health emergencies in primary and secondary schools. In this paper, research is conducted according to the three stages of combing the theoretical literature, building the evaluation system, and applying it in practice. This strand of theoretical literature combing takes public health emergencies as its backdrop, indicating the necessity and value of emergency design of primary and secondary school buildings, defining related concepts, and combing four theories of environmental psychology, risk society, crisis management and Maslow’s hierarchy of needs.Secondly, this paper takes primary and secondary school buildings in Cixian County,Handan City as the research object, conducts a field survey on the indoor space, campus public space and outdoor space of 5 primary and secondary school buildings in Cixian county, analyzes them in turn, and then divides them into two categories: closed primary and secondary schools and non-closed primary and secondary schools, and concludes that closed primary and secondary schools have the best emergency design suitability. An evaluation system suitable for the emergency design of primary and secondary school buildings is established by using the analytic hierarchy process, and the evaluation criteria for the difficulty of emergency design are formulated. After that, five primary and secondary school buildings are evaluated and scored, and the advantages and disadvantages of primary and secondary school buildings in Cixian county of Handan City are analyzed and summarized according to the evaluation results. Finally, relative emergency design strategies are proposed from the three aspects of indoor space, public campus space and outdoor space,to improve the effectiveness of emergency design buildings and to provide a benchmark for the improvement of emergency capacity of secondary and high school buildings in this context. For the empirical application part,we use the Third Experimental Middle School of Handan City as an example, and applies the proposed strategy to the contingency design of that case,in order to test the feasibility of the strategy. It is hoped that it will serve as a model for the future design of primary and secondary school buildings in case of emergencies,as well as for multi-step object screening and schema design emergency design of school buildings in the background of large public health emergencies,in order to improve the efficiency of emergency design implementation and further improve operability in practical applications.Such as preventing, coping with, and dealing with the emergency of primary and secondary school buildings, maintaining the order of instruction of primary and secondary school buildings, protect the physical health of students and personal property safety,as far as possible to prevent risks and reduce injuries,is very urgent,so how to improve The design of primary and secondary school buildings for emergencies becomes an urgent task in the event of public health emergencies.A system for identifying the risk of public health emergencies is an important safeguard to reduce the risk of emergencies in schools.Level of emergency risk identification and prevention in schools, directly affects the ability of schools to cope with risks.Scientific construction and optimization of risk identification mechanism and emergency design and prevention mechanism of schools under public health emergencies are conducive to improving the risk prevention and resolution ability of primary and secondary schools.
