Research On Flood Control Management Of Zhengzhou Municipal Government

From July 17 to 23,2021,Henan Province was hit by an unusually heavy rainstorm,resulting in severe floods.In particular,Zhengzhou suffered heavy casualties and property losses on July 20.398 people were killed and missing in the province,including 380 in Zhengzhou,which accounted for 95.5% of the province’s total.Across the province,about5,100 families were affected and about 57,000 houses were damaged.Although the disaster was caused by extreme bad weather,it also exposed many problems and shortcomings.For example,Zhengzhou,as an emerging megacity,has developed at a relatively fast pace in recent years,with a large amount of historical debts and deviation in development concept.Urban construction “emphasizes face and underemphasizes inner city”,the level of flood control technology is not high,the emergency management system and capacity are weak,the public’s knowledge of disaster prevention and risk prevention is seriously insufficient,and the risk awareness is not high.It also exposed a series of problems such as insufficient understanding and preparation of cadres in Zhengzhou Municipal Party Committee and relevant departments and units,ineffective prevention organization and improper emergency handling.From the professional point of view of flood control,Zhengzhou’s emergency warning and response level,emergency management system and ability are weak,and the flood control working mechanism is not perfect,The reserve of emergency flood control materials is insufficient,which are particularly prominent in dealing with natural flood disasters.In this study,starting from related concepts such as flood control,government management and flood control,based on emergency management theory,risk management theory and collaborative management theory,combined with the actual situation of Zhengzhou flood control,the current situation of Zhengzhou flood control work will be deeply studied,and the existing problems and causes of urban flood control management will be carefully analyzed.By means of document study,field investigation,case analysis and other methods,combined with advanced experience and practice at home and abroad,the literature and related documents of flood control at home and abroad were consulted,and the flood control management of "7.20" rainstorm in Zhengzhou City was analyzed as a typical case.Under the background of flood control management in Zhengzhou,a series of specific measures and suggestions are put forward in terms of improving the working mechanism of flood control management,strengthening the construction of basic guarantee system of flood control management,improving the capacity of emergency response and strengthening the publicity and education of flood control and risk avoidance.Integrate multiple resources,solve practical problems,actively use information technology and digital means,improve the legal system related to flood control,promote the construction of flood control materials reserve system,strengthen the flood control emergency training and drill,improve the public risk awareness,improve the system theory of urban flood control management,so as to achieve the state of joint management.We will do a good job in urban flood control,ensure the safety of urban flood control,create a good business environment for the revitalization of the economy,and provide environmental protection for "projects are king and projects are first".Optimizing the flood control management strategy,improving the urban flood control and emergency system,and improving the flood control management capacity are of great significance for ensuring the security of people’s lives and property,and improving the governance capacity and modernization of the governance system.
