An Empirical Study On The Influence Mechanism Of Financial Support Policy On Agricultural Non-Point Pollution

Agriculture is the foundation of a country’s economic development.Due to its own weakness,the development of this industry depends on the national policy protection and financial input.With the increase of financial input to agriculture,the input of factors related to agricultural production also increases,and the resulting agricultural non-point source pollution has become a major threat to China’s sustainable development.It will not only endanger the fragile agricultural ecological environment,but also threaten the health of Chinese residents through water,air and food pollution.Until now,although the country has begun to pay attention to agricultural non-point source pollution,but the implementation of the policy is difficult,the governance effect is not obvious.However,most of the researches in this field focus on the relationship between agricultural economic growth and agricultural non-point pollution,and lack of studies on the impact of financial support for agriculture policy on agricultural non-point pollution.There are few literatures that only discuss the agricultural financial subsidy,and lack of systematic generalization of the financial support policies for agriculture and analysis of the transmission mechanism of agricultural non-point source pollution.The correct analysis of the impact of fiscal support to agriculture policy on non-point source pollution in China’s agriculture is conducive to improving China’s financial support to agriculture system,improving China’s financial support to agriculture,and balancing the economic and environmental dilemma in agricultural production.Based on defining the relevant concepts,for domestic and foreign financial policies for supporting agriculture and the agricultural non-point source pollution of literature research,combing with the comment,and then through theoretical analysis of fiscal policies for supporting agriculture the influence mechanism of agricultural non-point source pollution,on this basis,the relevant data of China’s agricultural production in 2007-2017,the use of chemical fertilizer price distortions as finance support agriculture intermediary variable empirical analysis from the perspective of macro financial support agriculture influence on agricultural non-point source pollution in our country.The main points and conclusions are as follows:In this paper,through theoretical analysis and comb,finance support agriculture policy through price support policy of agricultural products,agricultural subsidy policy and finance related to agricultural public goods investment three ways to influence agricultural non-point source pollution,of which,price support policy of agricultural products,agricultural subsidy policy can increase the use of chemical fertilizers,pesticides and other elements,exacerbating the agricultural non-point source pollution.However,the influence of public goods investment related to agriculture on the direction of non-point source pollution is unknown.In this paper,through empirical,economic growth and kuznets curve appears inverted "U" shaped relationship,intensify agricultural non-point source pollution of agricultural financial subsidies,may also delay the arrival of the kuznets curve inflection point,if not as soon as possible to improve this situation,the sustainable development on May pass "irreversible threshold",make the agriculture ecosystem degradation,finally can’t recover.In addition to the direct impact of fiscal support policies on agricultural non-point source pollution,agricultural production factor price distortion will also occur.Through this intermediary,agricultural non-point source pollution will be affected.Therefore,it is necessary to improve the current support mode,reduce relevant price subsidies and increase green subsidies.Based on the analysis and comparison of the evolution of foreign financial policies to support agriculture,this paper puts forward relevant Suggestions and countermeasures for China’s financial policies to support agriculture.
