Mechanism And Effect Of “Dual Control” System For Fishing Vessels

China has a long coastline,a large number of islands,and the intersection of warm and cold currents along the coast,all of which are the advantages for the good development of China’s Marine fishery.Vigorously developing Marine fishery can not only provide rich nutrients for the people,alleviate the food problem caused by the large population base in China,but also provide important commodities for foreign trade.China is not only a big country in fishery,but also a big exporter of fishery products,and the export of fishery products is also one of the means to promote the growth of China’s national economy.The increasing population has led to an increasing number of people engaged in fishing,and the progress of science and technology has increased the power of fishing boats.The increase in the number and power of fishing boats has led to an increasing total fishing capacity of Chinese fishing boats.The implementation of the "dual control" system has played a buffer role to some extent.According to relevant data,the number of Marine motorized fishing vessels in China peaked at 692,000 in 2011,and has declined year by year since then,to 468,000 in 2019.The total power of fishing vessels reached a peak of 22.57 million kilowatts in 2015,and then decreased rapidly to less than 1,991 million kilowatts in2019.Therefore,from the data,in recent years,China’s dual control policy is a remarkable effect.Based on the empirical data of the grounded theory,the author analyzes the data of fishing vessel number and fishing performance with the CobbDouglas equation,in order to understand the mechanism of the double control degree and provide ideas for perfecting and improving the "double control" system of fishing vessels.After the empirical analysis of the operation mechanism of the "double control" system,and through the investigation of the coastal fishing villages in Ningbo,after indepth discussions with local fishermen and ship owners.From the research situation,the current system of "double control" of the actual effect is not very ideal,following a few questions on the whole,first the fishing boat and the serious problem of large machine for small scale restricted to "double control" system of distribution of power index,many fishing boats are used the inconsistent with the registration power engine,by increasing fishing boat fishing capacity;Secondly,the subject of the "double control" system is not clear.Many fishermen do not know their status in the "double control" system,that is,their rights and obligations.Third,the conflict of relevant laws,regulations and policies resulted in some fishermen taking advantage of loopholes.In addition,the implementation departments of the "double control" system are not coordinated.The three-in-one management of fishery administration,fishery supervision and fishery inspection seriously affects the consistency of the implementation of the "double control" system.Last but not least,there is insufficient guarantee for fishermen to switch industries,which is the main reason why many fishermen are not willing to switch industries.Finally combines the result of investigation and data analysis,in the process of the implementation of the "double control" system problems in the proposed measures,including clear "double control" rights and obligations relations,improve to fishermen halt production gathers the safeguard measures,strengthen the standardization management of fisheries,coordinate the conflicts of fisheries department and system,etc.
