Study On Public Participation In Environmental Governance Of Erhai Lake In Dali

Ecology is one of the hot topics in today’s society,all aspects of social life are calling for ecological construction,Erhai Lake protection has once become the focus of the whole society,has been widely concerned by the people.In the last few years,Dali prefecture through launched in the Erhai lake sewage PPP project measures,formulate the science reasonable,about the Erhai lake protection activities,to explore the integration of economic development and ecological environment,the whole people to participate in an new type of Erhai lake governance mode,prompted the Erhai lake environmental governance work thorough development,and obtained the periodic achievements.In this paper,the current situation of environmental governance of Erhai Lake is sorted out by searching and reading literature and works of relevant experts and scholars,issuing questionnaires,field visits and summarizing and analyzing.From the perspective of collaborative governance,this paper makes an in-depth investigation on the subject status,scope,approach and guarantee mechanism of public participation,explores the development defects in the process,and summarizes the causes,that is,the relevant system of public participation in Erhai lake environmental governance is not perfect;Lack of public participation and awareness of compliance;Lack of public participation channels,lack of supervision and guarantee mechanism;The incentive mechanism needs to be strengthened,and the punishment for breaking the law is not enough.Erhai environmental governance big data application is insufficient.By learning from the successful experience and practice of public participation in the governance of the Great Lakes of the United States,Biwa Lake of Japan and Boden lake of Germany,as well as the governance of Taihu Lake,Poyang Lake and Dianchi Lake in China,combining the reality of Erhai lake environmental governance,from the aspects of perfecting the system construction,such as perfecting the governance mechanism of public participation in Erhai lake environment to speed up the environmental public interest litigation system.Optimize the management process,such as strengthening the publicity of public participation in Erhai lake environmental governance,broadening the channels of public participation in Erhai Lake environmental governance,strengthening the public environmental protection education to improve the awareness of compliance to protect Erhai Lake;To establish and improve the supervision mechanism,such as establishing and improving the supervision and guarantee mechanism of public participation in Erhai environmental governance,strengthening the incentive mechanism to promote the diversification of public governance subjects,increasing illegal costs to strengthen the punishment;And strengthen information construction,such as improving the application of big data in environmental governance of Erhai Lake,strengthen information sharing of environmental governance of Erhai Lake,put forward opinions and suggestions on public participation,and provide some ideas and measures for the future development of public participation in environmental governance of Erhai Lake.
