Abstract/Summary:
How to achieve high-quality development of agriculture is a hot issue for research in the field of agriculture in the context of ecological civilization.In recent years,while China’s agricultural economy has achieved rapid development,it has also caused waste of resources,environmental pollution and ecological damage in agriculture.Resolving the contradiction between the crude development of agriculture and ecological environmental protection and achieving a win-win situation between agricultural economy and ecological protection is an important goal for the development of agricultural modernisation in line with the new era.Agricultural eco-efficiency takes ecological environmental protection and agricultural economic growth as a whole to evaluate the level of green development in agriculture,and improving agricultural eco-efficiency has gradually become an important way to achieve agricultural modernisation and sustainable development.In 2021,Shanxi Province issued the "Implementation Plan on Accelerating Agricultural and Rural Modernisation by Comprehensively Promoting the Revitalisation of the Countryside",which made the important deployment of "supporting high-quality,high-speed and sustainable development of agriculture".In this context,an in-depth study on agricultural eco-efficiency and its influencing factors in Shanxi Province can provide a basis for the harmonious and mutually beneficial development of the agricultural economy and ecological environment in Shanxi Province,and then for the realisation of high-quality agricultural development.This paper selects relevant data from Shanxi Province(2011-2020)and various cities(2016-2020),and based on the measurement and analysis of non-desired output,i.e.agricultural carbon emissions,the Super-SBM model and Malmquist-Luenberger productivity index are used to analyse the agricultural eco-efficiency of Shanxi Province from two perspectives of static development and dynamic development respectively.Based on these analyses and the actual situation of agricultural development in Shanxi Province,the study proposes targeted suggestions and countermeasures.The results of the study show that:(1)the overall agricultural eco-efficiency of Shanxi Province shows an upward trend,with a slow average annual growth rate of 4.33% from 2011 to 2015,and an average annual growth rate of 15.93% from 2016 to 2020,which is more than three times higher than the previous five years.(2)Differences in agro-ecological efficiency between municipalities in Shanxi Province are obvious,with a difference of0.583 between the highest city of Yuncheng and the lowest city of Datong.Among them,the prefecture-level cities with agro-ecological efficiency in an effective state are Yuncheng,Yangquan,Jincheng,Taiyuan,Luliang,Shuozhou and Jinzhong,indicating that these seven prefecture-level cities have taken into account the ecological environment while developing their agricultural economy,while Changzhi,Linfen,Xinzhou and(3)The ML index was decomposed to show that the agricultural eco-efficiency of Changzhi,Linfen,Xinzhou and Datong is below 1,and is in an inefficient state.(3)The decomposition of the ML index shows that the total factor productivity indices of 11 prefecture-level cities in Shanxi Province are all above 1,with an average annual growth rate of 13.4%,and are in an efficient state,while the pure technical efficiency of Yangquan,Changzhi and Jinzhong and the scale efficiency of Changzhi and Luliang are all in an inefficient state and need to be improved.(4)The analysis of influencing factors shows that the improvement of urbanization level and financial support to agriculture will contribute to the improvement of agricultural eco-efficiency in Shanxi Province.(5)In response to the previous analysis,agricultural development in Shanxi Province currently suffers from serious pollution in some areas,insufficient technological innovation,unreasonable industrial scale,and weak ecological and environmental awareness.Based on this,relevant countermeasures are proposed in four aspects,namely,legal policy system,technological innovation promotion,industrial structure scale,and ecological publicity and education,respectively,in order to help improve the ecological efficiency of agriculture in Shanxi Province.
