| China’s water resources are unevenly distributed,the contradiction between supply and demand is prominent,agricultural water shortage,water resources utilization is not high,these problems have become the bottleneck of China’s agricultural modernization and sustainable development.The report of the 19 th Party Congress clearly proposes the implementation of national water conservation action,and water conservation has become a national will and national action.In order to crack the problem of agricultural water shortage,China actively explores reasonable pricing standards for agricultural water,and then carries out comprehensive reform of agricultural water prices.However,as the agricultural water price reform progresses,the conflicts arising from the reform have become increasingly prominent,which affects the effectiveness of the agricultural water price reform.Therefore,from the perspective of stakeholders,it is of great significance to study the interests of stakeholders in the agricultural water price reform for water conservation and sustainable agricultural development in China.Liangzhou District,Gansu Province,is one of the pilot districts in China where comprehensive agricultural water price reform is implemented.It is located in the Shiyang River Basin,a typical resource-based water-scarce area where agriculture is not productive without irrigation.Therefore,the comprehensive reform of agricultural water price in Liangzhou District is of great significance.This paper takes Liangzhou District as the research object,and based on stakeholder theory,uses Mitchell’s scoring method,and conducts research on the comprehensive agricultural water price reform in Liangzhou District through literature research,field research,and expert scoring,and draws the following conclusions.At present,the agricultural water price reform in Liangzhou District has achieved certain effects,but there are still certain problems in policy implementation and other aspects.Based on the stakeholder theory and the actual situation of Liangzhou District,15 interest subjects related to agricultural water price reform were finally selected,and their interest demands were analyzed and quantitatively ranked from the perspective of four stakeholders: water resource owners,water suppliers,water users and other parties.After scoring by experts,it was concluded that in terms of legitimacy,power and urgency,it showed that water resource owners > water suppliers > water users > other parties.Based on the systematic analysis of the interests and demands of each stakeholder in the reform,this paper exploratively proposes policy recommendations for further deepening the comprehensive agricultural water price reform in Liangzhou District from four different perspectives: water resource owner,water supplier,water user and other parties.Therefore,the study of agricultural water price reform from the perspective of stakeholders helps us to further understand the limited nature of water resources and the role of price leverage in resource conservation to promote sustainable development strategy,which is of great practical significance and academic value for further deepening agricultural water price reform in Liangzhou District. |
