Evaluation On The Comprehensive Reform Of Agricultural Water Price In Yiyuan County

Recently,agriculture is the major water user in our province.With the vigorous implementation of rural revitalization,the demand for agricultural water is increasing gradually.Therefore,the stability of agricultural water use is very important for the future development of agriculture in our country.Problems such as the shortage and waste of water resources,the weakness of farmland water conservancy infrastructure,the low efficiency of agricultural water use,and the inadequate management appear frequently.Relevant governments have tried to analyze ways of increasing water supply and financial subsidies to solve the current water conflict,but the results are not ideal.This kind of problems can not be solved well,and the implementation of agricultural modernization will inevitably be hindered.The comprehensive reform of agricultural water price is an important measure for the reform and development of water conservancy.The comprehensive reform of agricultural water price is related to the overall layout of agricultural development.Only through the reform of agricultural water price can the contradiction between supply and demand of water resources be eased effectively and provide institutional support for the sustainable development of modern agriculture.In this context,it is of great practical significance to analyze the effect of the comprehensive reform of agricultural water price and evaluate the effect of the comprehensive reform.Yiyuan County,Shandong Province is one of the pilot areas to implement the comprehensive reform of agricultural water price in our province.This paper takes Yiyuan County as the research object,through the actual investigation of the reform of Yiyuan County,after fully understanding the comprehensive reform of agricultural water price in the pilot area of Yiyuan County,analyzes the comprehensive reform of agricultural water price in Yiyuan County from the perspective of stakeholders Through in-depth exchange and interview,objectively describe the achievements and experience after the implementation of the comprehensive reform of agricultural water price.This paper uses the Mitchell scoring method as the basic method to score the legitimacy,power and urgency of the stakeholders in the comprehensive reform of agricultural water price.According to the scoring results,from the perspective of the stakeholders,it finds out the current problems in the comprehensive reform of agricultural water price in Yiyuan County,and puts forward feasible suggestions for the deepening development of the comprehensive reform of agricultural water price in Yiyuan County.The results show that the comprehensive reform of agricultural water price has beencompleted in Yiyuan County,but there are still many problems in the implementation of the policy,such as the system of agricultural water rights,the management of farmland water conservancy projects and so on.Based on the stakeholder theory,combined with the local situation of Yiyuan County,12 stakeholders in the comprehensive reform of agricultural water price were finally selected,including mass media,enterprises,local residents,public welfare organizations,farmer water use associations,agricultural business entities,village committees,water supply departments,local water conservancy stations,County water management departments,local governments and the central government.After calculation,it is finally determined that the order is:mass media<Enterprise<local residents<public welfare organization<farmers water use association<agricultural operation subject<village committee<water supply department<local water conservancy station<County water pipe department<local government<central government.Therefore,it is of great research significance to improve the comprehensive reform of agricultural water price an promote the process of agricultural modernization in Yiyuan County by starting from the government,the public and the social triangle,strengthening the coordination of all stakeholders and improving the implementation.
