Energy is the material basis of economic development.Due to the unbalanced development between urban and rural areas,there is a large gap between farmers in "energy consumption level","energy consumption structure" and "energy consumption capacity",resulting in energy poverty.Rural energy poverty has an important impact on the optimization of the ecological environment,the maintenance of farmers’ physical and mental health,the improvement of people’s well-being and the realization of common prosperity.Therefore,based on the "Double Carbon" strategic goal and the realistic background of rural energy green transformation,the use of Marx’s Justice Theory to explore the causes of rural energy poverty and put forward corresponding governance strategies important theoretical value and practical significance for promoting Rural Revitalization and realizing Common Prosperity.First,the theory of justice is sorted out,and then the issues of distributive justice,recognition justice,participation justice and ability justice in the field of energy are analyzed by applying Marxist theory of justice.Second,the current situation and effects of rural energy poverty are analyzed.The current situation of rural energy poverty is manifested as follows: large difference between urban and rural energy facilities,limited energy accessibility;solid energy consumption dominates,insufficient energy affordability;low energy utilization efficiency,clean security needs to be improved;energy management system needs to be completed.The effects of rural energy poverty are manifested as follows: energy poverty causes the deterioration of ecological environment;leads to the increase of social inequality;hinders the physical and mental health development of farmers;and restricts the realization of rural revitalization goals.Third,the causes of rural energy poverty are explored in four dimensions:distributive justice,recognition justice,participation justice,and capacity justice:imbalance in urban-rural energy construction;blurred identity of farmers’ energy rights;low sense of effectiveness in energy decision-making;and insufficient energy expenditure capacity.Fourthly,based on the "double carbon" strategic goal and the realistic background of green transformation of rural energy,we propose a strategy for the governance of rural energy poverty by applying justice theory: promoting the equalization of urban and rural energy services;clarifying the main position of farmers in energy construction;guiding farmers to participate in clean energy development and utilization;and empowering and empowering farmers to improve their comprehensive capacity.
