Study On The Behavior And Influencing Factors Of Reduced Application Of Chemical Fertilizer By Farmers In Qitai County

Agricultural green development is an important symbol of China’s transformation from speed economy to high-quality economy.Among them,promoting the cleaning of agricultural production links plays an important role in ensuring the quality of agricultural products.As an indispensable factor of agricultural production,chemical fertilizer has made great contributions to adjusting the structure of nitrogen,phosphorus and potassium in soil nutrients,promoting the continuous improvement of crop yield and increasing grain yield and income.However,the unreasonable application of chemical fertilizer leads to the waste of fertilizer resources and low utilization rate of chemical fertilizer,which leads to the decline of economic benefits of planting industry and increases the burden of environment,which restricts the sustainable and green development of agriculture in China.Therefore,in the context of the severe situation of rural ecological environment,constructing the coordinated development between agricultural production input-output,resource consumption and environmental protection is an urgent problem to be solved.It is urgent to promote the reduction and efficiency of chemical fertilizer.In 2015,the Ministry of Agriculture put forward the goal of "zero growth of chemical fertilizer application by 2020";The "Rural Revitalization Plan for 2018-2022" issued by the central government in 2018 clearly puts forward the requirement that the comprehensive utilization rate of livestock and poultry manure should reach 78% by 2022;The Central Document No.1 of 2021 put forward the main line of pushing forward the structural reform of the supply side of agriculture,focusing on ensuring agricultural production and income increase,innovating the green production mode of agriculture,and carrying out the action of reducing pesticide and chemical fertilizer in depth,so as to achieve the goal of increasing production,increasing efficiency,saving fertilizer and reducing drugs.Farmers are the main body of the rural economy.They enjoy the right to allocate rural economic resources.Improving farmers’ agricultural green production mode plays an important role in accelerating the transformation of green agriculture,promoting agricultural green and low-carbon development,promoting the construction of ecological civilization and realizing the development of agricultural modernization.The study on the behavior and influencing factors of farmers’ reduced application of chemical fertilizer has certain guiding significance for promoting the sustainable and healthy development of agriculture.Based on the theories of external behavior,farmers’ behavior and MOA,this paper selects Qitai County,Xinjiang as the research area from the micro perspective of farmers.Firstly,it briefly introduces the situation of chemical fertilizer application and application reduction technology promotion in Qitai County;Secondly,the use of questionnaires to understand the application of chemical fertilizer by farmers,a total of 280 questionnaires were issued,and 246 valid questionnaires were recovered to understand the information of farmers’ chemical fertilizer reduction,the cognition of chemical fertilizer application,the adoption of reduction technology and the reduction structure for descriptive analysis;Finally,the structural equation model is used for empirical analysis.The results show that the reduction motivation,reduction ability and reduction opportunity indirectly affect farmers’ reduction behavior by affecting farmers’ willingness to reduce fertilization,and the reduction intention plays an intermediary role,and the reduction motivation has little effect on the reduction intention;The level of green cognition of farmers has little impact on the reduction motivation,the contribution of loan procedures and agricultural product supervision to the reduction opportunity is low,and the ability of technology application and cost control has little impact on the reduction ability.Based on this,this paper puts forward targeted measures such as strengthening publicity,strengthening technical training,reducing technology adoption cost,optimizing loan procedures and supervision mechanism.The purpose of the study is to ensure the increase of grain production and the continuous increase of farmers’ income,realize the goal of reducing and increasing the efficiency of agricultural chemical fertilizer,and help the high-quality development of agriculture.
