The No.1 Document of the Central Committee in 2021 put forward the requirements of "consolidating the achievements of returning farmland to forest and grassland,improving the policy and promoting it in an orderly way".It is clear that the focus of future work is to consolidate the achievements of returning farmland to forest and grassland.As the main body to consolidate the results of the conversion of farmland to forest,farmers’ participation willingness and behavior are the key factors to determine the performance of the policy.From the perspective of rural-household differentiation,It is possible to explore the differences of different types of farmers in establishing achievement consolidation objectives and making behavioral decisions on achievement consolidation,so as to guide farmers’ participation more pertinently and provide reference for local decision-making in formulating achievement consolidation policies and forest land management and protection methods for returning farmland to forest.This thesis takes the field survey data of farmers in Jinzhai County,Anhui Province as research samples,builds a theoretical framework for farmers’ participation in the consolidation of the results of returning farmland to forest based on the theory of planned behavior,uses the structural equation model to explore the influencing factors and behavioral transformation paths of farmers’ participation in the consolidation of results,and further analyzes the differences in the willingness and behavior of different types of farmers.The main research conclusions of the thesis are as follows:(1)In the process of consolidating the results of returning farmland to forest,The behavioral attitudes,subjective norms and perceived behavioral control of farmers all have a significant positive impact on their willingness,and willingness has a significant impact on their behavior.(2)Farmers recognize the positive benefits that will be brought by the consolidation of results,among which stable compensation income,publicity by government departments and village committees,external resources that can be relied on are the focus of their attention.(3)The behavior of farmers follows three paths: cognition(behavioral attitude,subjective norm,perceived behavioral control)→ willingness →behavior,willingness plays a significant intermediary role in the transmission process,The combination of policy guidance and farmers’ willingness can promote the consolidation of achievements.(4)Multi-group analysis shows that the consolidation intention of pure farmers and non-farmers is greatly affected by subjective norms,The consolidation intention of Ⅰ part-time farmers and Ⅱ part-time farmers was greatly affected by behavioral attitude,The consolidation intention of all types of farmers has a great influence on consolidation behavior,and the intensity of the influence of the will is gradually weakened with the increase of the degree of part-time farming.According to the analysis results,the following suggestions are put forward:(1)We should fully respect the will of farmers,adhere to the combination of policy guidance and farmers’ willingness,and improve the "spontaneity" of farmers’ behavioral response.(2)Establish a differentiated consolidation compensation mechanism for the achievements of returning farmland to forest,and the compensation policy is appropriately tilted towards pure farmers,so as to better connect with the consolidation of the achievements of poverty alleviation.(3)Ⅰ and part-time farmers can be cultivated into forestry special household to improve their management and protection ability.(4)To extend the forestry industry chain and encourage the forestland circulation and transfer between farmers and non-farmers to form scale management and protection.
