Research On Comprehensive Evaluation And Promotion Countermeasures Of China’s Agricultural Green Development Level

Promoting the green development of agriculture is a profound revolution in the concept of agricultural development,is the main direction of the supply-side structural reform of agriculture.The "14th Five-Year" period is a new stage of agricultural development to accelerate the green transformation.In this context,this paper focuses on China’s agricultural green development,systematically compares the practice history of China’s agricultural green development from three aspects: background,ideological evolution and strategic initiatives,based on the synthesis of relevant theories and practices at home and abroad,collects panel data on the development of agricultural production in 30 Chinese provinces from 2012 to 2020,constructs a comprehensive evaluation index system of agricultural green development that includes four dimensions: resource conservation,ecological and environmental safety,green product By collecting the panel data of agricultural production development in 30 Chinese provinces from 2012 to 2020,we construct a comprehensive evaluation index system of agricultural green development,which includes four dimensions:resource conservation,ecological and environmental safety,green product supply,and rich and beautiful life.On this basis,the two-dimensional decomposition method of Gini coefficient is used to reveal the differences of China’s regional agricultural green development and its sources from two dimensions of spatial structure and indicator composition,and the dynamic evolution trend of China’s inter-provincial agricultural green development is examined in depth with the help of the distribution dynamics model to show the potential for improvement and development direction of China’s agricultural green development in three dimensions.The results of this paper show that:(1)measurement and evaluation analysis: at the national level,the overall level of China’s agricultural green development has steadily improved throughout the period.In terms of the degree of contribution,resource conservation > ecological environment security > rich and beautiful life > green product supply.At the regional level,there are obvious regional differences in the level of China’s agricultural green development.The ranking of agricultural green development level in the four major economic regions is Northeast > East > West > Central,and the ranking of agricultural green development level in the three major grain functional areas is Main Marketing Area > Main Production Area > Production and Marketing Balance Area.At the inter-provincial level,the level of agricultural green development in China shows spatially unbalanced characteristics.Ranked by the average value from 2012 to 2020,Zhejiang ranks first in the country in terms of the level of agricultural green development(0.78).Classified by level echelon,the agricultural green development of 30 provinces in China shows a multipoint,multi-source,multi-chain distribution.(2)Results of regional differences: From the overall differences,the overall degree of differences in China’s agricultural green development shows a fluctuating decline except for a slight increase in individual years,and the agricultural green development gradually evolves in the direction of optimization and balance.From the source of spatial structure,the decline of inter-regional differences is the main source of influence on the reduction of overall differences in China’s agricultural green development,while the reduction of intra-regional differences also plays a positive role.From the source of indicator composition,the declining trend of resource-saving and conservation differences has an important supporting role for the narrowing of overall differences;ecological and environmental security and changes in the differences in green product supply play a great potential for the further narrowing of overall differences;the trend of expanding differences in living affluent and beautiful tends to alleviate,and the resistance to the narrowing of overall differences tends to weaken.(3)Dynamic evolutionary trend: From the nuclear density analysis,the level of green development of Chinese agriculture shows the dynamic change characteristics of rightward shift of distribution center,gradual leveling of kurtosis and transition from multiple peaks to single peaks,trailing to the right,with more provinces of higher development level and great progress of green development of agriculture.From the Markov chain results,the overall trend of China’s agricultural green development level is gathering to a high level,and with the continuous promotion of agricultural green development,compared with the high level provinces,the low level provinces have good distribution mobility,and there is an obvious phenomenon of "jump shift",and the agricultural green transformation and upgrading is full of strength.The green transformation and upgrading of agriculture has great potential.In response to the findings of this paper,this paper proposes countermeasures to enhance green agricultural development by insisting on combining government guidance and market mechanism,matching production development with resources and environment,and unifying spatial optimization and collaborative promotion from three aspects:management subject,management idea and management path,so as to provide decisionmaking reference for comprehensively promoting rural revitalization,accelerating the construction of a strong agricultural country,and striving to promote the modernization of man and nature in harmony.
