Research On Management And Protection Dilemma Of Well-facilitated Farmland After Construction

With the gradual emphasis of government departments on the construction of Well-facilitated farmland and increased financial support,the area of Well-facilitated farmland project has significantly increased,laying a solid foundation for the development of agricultural and rural production.At the same time,we will strengthen the construction of Well-facilitated farmland,relying on "three parts for construction and seven parts for management".However,due to its large area and long construction period,there are still many shortcomings in its post construction management and protection work.Strengthening research on the post construction management and protection of Well-facilitated farmland is of great significance for ensuring national food security.As one of the major grain producing counties in China,Y District of S City has established a leading group for the construction of farmland water conservancy in the entire region,organizing various district departments to jointly promote the construction of Well-facilitated farmland.This has certain demonstration and reference significance for Y District to carry out research on the difficulties of post construction management and protection of Well-facilitated farmland.This article summarizes relevant research both domestically and internationally,and finds that previous research on Well-facilitated farmland has focused more on financial policies,government behavior,and evaluation of Well-facilitated farmland construction and management.There is a lack of attention and research on post construction management and protection of Well-facilitated farmland.On the basis of studying the current situation of post construction management and protection of Well-facilitated farmland in Y district of S city,this article attempts to summarize the difficulties and root causes of post construction management and protection of Well-facilitated farmland,and provide some suggestions for improving the level of post construction management and protection of Well-facilitated farmland.This article uses questionnaire survey and interview methods to conduct on-site investigation and research.Through a survey of the management and protection responsibilities of the government departments in Y district of S city,as well as the participation of beneficiaries in the post construction management and protection of Well-facilitated farmland,it is found that Y district of S city has difficulties in the post construction management and protection of Well-facilitated farmland,such as weak management and protection awareness,weak management and protection forces,low level of management and protection technology,and insufficient investment in management and protection funds.Analysis and research have found that the post construction management and protection mechanism of Well-facilitated farmland is not sound,such as the lack of national management and protection system,incomplete talent training mechanism,lax management and protection assessment methods,and weak financial support.Finally,propose countermeasures and suggestions based on the causes of the difficulties.Strictly implement policies by establishing a national high standard post construction management and protection system for farmland,improving talent cultivation mechanisms,and improving policy execution supervision.Suggest that government administrative departments clarify their main responsibilities and strengthen performance evaluation;Improve the talent training mechanism and enhance the technical strength of management and protection;Increase investment in funds,etc.Through research,we aim to achieve long-term benefits from Well-facilitated farmland and contribute our modest efforts to ensuring national food security.With the gradual emphasis of government departments on the construction of Well-facilitated farmland and increased financial support,the area of Well-facilitated farmland project has significantly increased,laying a solid foundation for the development of agricultural and rural production.At the same time,we will strengthen the construction of Well-facilitated farmland,relying on "three parts for construction and seven parts for management".However,due to its large area and long construction period,there are still many shortcomings in its post construction management and protection work.Strengthening research on the post construction management and protection of Well-facilitated farmland is of great significance for ensuring national food security.
