Research Report On Post-construction Management And Protection Of Small-scale Farmland Water Conservancy Project In Dongchuan District

Small-scale farmland water conservancy projects are closely related to agricultural production and are an important foundation for the development of modern agriculture.In recent years,the state has increased investment in small-scale farmland water conservancy projects,and the construction of small-scale farmland water conservancy projects has achieved remarkable results.However,the problem of management and protection after the completion of the project has gradually emerged.The low efficiency of management and protection of small-scale farmland water conservancy projects seriously restricts the operati onal efficiency of the project,resulting in serious waste of water resources and impeding the healthy development of the agricultural economy.Therefore,it is worthwhile to find out the problems in the process of post-construction and management of small-scale farmland water conservancy projects,improve the management and protection efficiency of the project,and ensure the sustainable operation of small-scale farmland water conservancy projects.The research report is based on the post-construction management of small farmland water conservancy projects in Dongchuan District.Based on the literature analysis method and the expert survey method,based on the data obtained from the field visits,the Dongchuan District Farmers,Dongchuan District Government,and Dongchuan District respectively The District Water Affairs Bureau conducted a questionnaire survey,and finally analyzed the questionnaire data to find out the main problems in the process of post-construction management of small farmland water conservancy projects in Dongchuan District,and analyzed the causes of the problems.Countermeasures for the management and protection of small farmland water conservancy projects in Dongchuan District.Through research and analysis,the main conclusions are as follows:The main problems in the process of post-construction management of small-scale farmland water conservancy projects in Dongchuan District can be summarized from four aspects.First,the main problems in the management and protection funds,including insufficient funds for management and protection;the current water supply price is lower than the cost of water supply,water F ee collection is difficult.Second,the main problems in the management and protection mechanism,including the unclear property rights subject and the lack of management and protection;the grassroots water conservancy service system such as township(town)village is imperfect;the agricultural water rights are not clear,and the total amount control and quota management are not implemented.Third,the main problems in the management and protection of the main body,including the general effect of the water associations;the actual participation of farmers is low,and the maintenance management technology is lacking.Fourth,the main problems in the management and protection conditions,including inadequate supporting facilities,lack of scientific measurement;engineering aging is in disrepair and the benefits are declining.Based on the analysis of the causes of the four problems,it is proposed to improve the post-construction management and protection work of the small-scale farmland water conservancy project in Dongchuan District.First,the management and protection funds,including clearing the government's dominant position,increasing capital investment;building a diversified financing channel;Establish a reasonable agricultural water price formation mechanism.Second,the management and protection mechanism,including deepening the reform of property rights,determining the main body of management and protection;improving the grassroots water conservancy technical service system;rationally distributing water rights and determining the total amount of water.Third,the main aspects of management and protection,including the regulation and management of water associations,improve the efficiency of the association;the government formulates incentive policies to improve the income level of farmers;enhance the overall quality of farmers,and enhance the ability of farmers to manage and protect.Fourth,the management and maintenance conditions,including the improvement of supporting facilities and the installation of metering equipment;strengthening the supervision o f engineering construction and ensuring the quality of the project from the source.
