Water is an indispensable and precious resource for life,life and production.China has a large population and little water,and its spatial and temporal distribution is very uneven.In addition,the inefficient use of water resources has further aggravated the dilemma of water resources shortage.Agriculture is a big water user,and the total water consumption accounts for more than half of the total water consumption,90% of which is irrigation water.The topography of Huangchaohu Like irrigation area is different,and some villages are at the top of the mountain,so the drought has become an important factor restricting the local harvest.Therefore,building water conservancy,developing water resources,and operating safely ensure the increase of production and income and promote social harmony.Huangchaohu Like irrigation project has made important contributions to local agricultural development.However,there are many safety risks and hidden dangers in the operation of the project,and there are few guiding documents on the operation safety of irrigation projects.It is necessary to further strengthen its operation safety risk management.In order to study the safety risk points existing in the operation of Huangchaohu Like irrigation project and improve the safety risk management ability of Huangchaohu Like irrigation project operation,this thesis adopts the following methods and steps:First of all,this thesis uses the risk management theory,taking Huangchaohu Like irrigation project as the research object,and determines the risk factors from five dimensions: management risk,facility risk,technical risk,dam ditch risk and environmental risk through literature research,on-site investigation,and initially establishes a list of risk factors.Then,the preliminary list is further screened by Delphi method,and 25 risk factors in five dimensions are determined,and the final operational safety risk list is obtained.Secondly,the risk evaluation index system of Huangchaohu Like irrigation project operation safety is constructed by AHP,and the weight of each risk factor is calculated by experts’ scoring,and the consistency test is carried out.In addition,the fuzzy comprehensive judgment matrix is constructed by questionnaire survey of experts,and the corresponding fuzzy comprehensive evaluation score is obtained by two-level fuzzy comprehensive evaluation calculation.Finally,it is determined that the main operational safety risks of Huangchaohu Like irrigation project are technical risks and management risks.Finally,according to the risk assessment results and risk response principles,in view of the main operational safety risks and general operational safety risks of Huangchaohu Like irrigation project,suggestions and measures are put forward from five dimensions: management risk,facilities and equipment risk,technical risk,dam ditch risk and environmental risk.This thesis concludes that the technical risk is high,the fuzzy comprehensive evaluation score is 61.14,the management risk and facility risk are general risks,and the fuzzy comprehensive evaluation scores are 56.75 and 47.57 respectively.The key risk factors include low level of equipment informatization,imperfect daily management system,weak safety awareness of staff,lack of management funds,and lack of professional operation and maintenance personnel,and so on.The measures are taken to improve the level of equipment informatization,build professional talents,improve safety management system and train employees’ safety awareness respectively.By using the method of safety risk management,this thesis accurately identifies the causes of safety risks in the operation process,and puts forward specific countermeasures according to the risk evaluation results,which can provide reference and guidance for the irrigation project to effectively deal with and avoid possible operational safety risks,and also serve as a reference for other irrigation projects to encounter similar problems.
