The report of the 20th National Congress of the Communist Party of China points out that high-quality development is the primary task of building a modern socialist country in an all-round way.Integrating the requirements of high-quality development into the field of forestry is an inevitable trend of forestry development. The starting and ending point of high-quality development in forestry is to improve the living environment of forestry practitioners and raise their living standards. From a macro perspective,high-quality forestry development can not only promote high-quality economic development, but also promote the construction of China’s ecological environment and achieve green development. This paper takes 31 provinces(autonomous regions and municipalities directly under the central government)in China as the research area, uses theories of industrial structure optimization, sustainable development and environmental economics to lay the theoretical foundation, and conducts empirical research on the high-quality development of forestry in 31 provinces(autonomous regions and municipalities directly under the central government)based on factor analysis, and the research results show that there are certain differences in the high-quality development of forestry in each province(autonomous region and municipality directly under the central government)in China. From the three perspectives of economy, society and ecology,a multiple linear regression model was used to empirically study the factors affecting the high-quality development of forestry, and it was concluded that the level of economic development, urbanization, social consumption, forest accumulation and carbon emission were important factors affecting the high-quality development of forestry in 31provinces(autonomous regions and municipalities directly under the central government). The thesis consists of seven parts: Chapter 1 introduces the background of the study and compares the progress of literature at home and abroad to clarify the significance of the selected topic;Chapter 2briefly describes the core concepts and relevant theoretical foundations;Chapter 3 analyzes the current situation of China’s forestry development from five dimensions;Chapter 4 constructs an evaluation index system for high-quality forestry development from five dimensions: structural optimization, transformation and upgrading, scientific and technological dynamics, ecological construction, and coordination and sharing;Chapter5 presents an empirical analysis of the high quality development of forestry in China;Chapter 6 selects five factors such as "economic development level, urbanization level, social consumption level, forest stock, and carbon emission" and further studies the factors affecting the high quality development of forestry using a multiple linear regression model, and finds that urbanization level, social consumption level, and forest stock play a significant positive role, while economic development level and carbon emission play a significant negative role;Chapter 7proposes countermeasures to improve the level of quality development of China’s forestry industry based on the results obtained from the above study.
