| The report of the 20 th National Congress of the Communist Party of China proposes to comprehensively promote rural revitalization,accelerate the construction of an agricultural power,and solidly promote the revitalization of rural industries,talents,culture,ecology,and organizations.Rural forest rangers have special multiple roles and value attributes in traditional rural society.From the perspective of historical development,it is found that their multiple roles and value attributes have not been fully realized and brought into play,which also indirectly caused difficulties in the management of rural forest rangers.As a national level strategy,the rural revitalization strategy has received the attention and support of the central leadership.The continuous and stable implementation of this strategy provides opportunities for the full play of the multiple roles and value attributes of rural forest rangers.On the other hand,the full play of the value of rural forest rangers can also promote the implementation of the rural revitalization strategy.It is difficult for individual rural forest rangers to effectively exert their collective wisdom and strength in the implementation of the rural revitalization strategy.Therefore,it is necessary to effectively build multiple organizational forms for individual rural forest rangers by adjusting measures to local conditions,effectively introducing internal and external multiple entities such as government,market,social organizations,and rural spontaneous forces,and standardizing their roles and responsibilities,thereby promoting the organizational construction of rural forest rangers through collaborative cooperation,optimizing their organizational structure and form,Consolidate and stimulate the collective wisdom and strength of rural forest rangers,and better promote the implementation of rural industry,talent,culture,ecology,and organizational revitalization in grassroots villages.Through case analysis and research on three rural forest rangers with a certain organizational prototype,this article proposes relevant suggestions for the effective organizational construction of rural forest rangers.Based on previous studies,this article first further deepened and broadened the understanding of the concept and connotation of rural forest rangers,and conducted a research and analysis of the intrinsic basic characteristics and historical transformation of role identity of rural forest rangers.It is believed that rural forest rangers have multiple characteristics in the four layers of smallscale farmers,communities,management,and part-time employment.It is also believed that their identity has experienced a dual role in the long-term historical process of ecological protection and utilization The transition from monotonous roles to multiple roles;Secondly,it further expounds the important role of the organizational construction of rural forest rangers in the implementation of the rural revitalization strategy from the five aspects of industry,talent,culture,ecology,and organizational revitalization,and proposes the practical needs of the organizational construction of rural forest rangers from both endogenous and external aspects;Thirdly,it analyzes the main organizational forms,existing organizational difficulties,and reasons of rural forest rangers;Finally,through a comparative analysis of three different organizational forms of rural forest ranger teams,this paper analyzes their organizational structure and operating principles,and summarizes relevant experience.Then,relevant suggestions for the organizational construction of rural forest rangers are proposed from three perspectives: the government level,the social level,and the rural forest ranger level. |
