Evaluation And Influencing Factors Of Herdsmen’s Satisfaction To Transfer Of Contract Management Right In Grassland

Grassland circulation is one of the types of land circulation,which is closely related to the livelihood of herdsmen.Therefore,most of the young labor force in pastoral areas choose to abandon grazing for work or business,which leads to an obvious aging trend of labor force in pastoral areas.In this context,optimizing the effective allocation of grassland resources and realizing the grassland from decentralized management to moderate scale management are important goals in the current grassland circulation.Based on the systematic review of the previous research results,this paper takes the herdmen’s satisfaction as the entry point,and uses 177 micro survey data of grassland transfer out of West Ujimqin banner,firstly carries on the descriptive statistical analysis of the survey samples.Secondly,20 indicators were selected from four dimensions,such as living environment,circulation expectation,circulation market and government service,to establish the satisfaction evaluation system of herdmen’s.The weight of each indicator was determined by AHP.On this basis,the score of each indicator was calculated by fuzzy comprehensive evaluation method,and the binary Logistic model was used.The influencing factors of herdsmen’s satisfaction with the transfer of grassland contracted management rights were analyzed empirically.Finally,according to the problems existing in the grassland transfer and the analysis results,the strategies to improve the satisfaction of herdsmen are put forward.The main conclusions of this paper are as follows:(1)The overall satisfaction of herdsmen with the transfer of grassland contracted management rights is at a relatively satisfactory level.After calculation,the satisfaction score of the target layer is 70.97.At the program level,the satisfaction scores of living environment,circulation expectation,circulation market and government service are69.00,69.52,72.73 and 70.88,respectively.The evaluation scores of herdmen’s satisfaction were ranked in order of magnitude: circulation market > government service > circulation expectation > living environment.(2)The factors that have a significant impact on the satisfaction with the transfer of grassland contracted management right include gender,contracted grassland area,whether all grassland is transferred,transferred grassland area,rent,satisfaction with grassland transfer policy and whether they worry about livelihood problems after the transfer.Among them,variables such as contracted grassland area,whether all grassland is transferred,rent and satisfaction with grassland transfer policy positively affect herdsmen’s satisfaction,while variables such as gender,transferred grassland area and whether they worry about livelihood problems after transfer negatively affect herdsmen’s satisfaction.(3)Strategies for improving herdsmen’s satisfaction.Broaden the non-pastoral employment channels of migrant households and promote flexible employment;Improve the relevant security system of household transfer,reduce the worries of herdsmen;Strengthen the publicity of the policy on the transfer of grassland contracted management rights and reduce the risk awareness of herdsmen;We will improve the market for the circulation of contracted management rights of grasslands and standardize and guide the orderly circulation of grasslands.Promote the coordinated development of multiple circulation modes to increase the income of circulation households;Standardize the grassland transfer behavior of herdsmen and improve the transfer efficiency.
