Study On Emergency Management Problems And Countermeasures Of COVID-19 Epidemic Situation In Ya ’an City

In recent years,China’s ability to manage emergencies has been improved in practice.Especially after the outbreak of the novel coronavirus,governments at all levels have actively carried out prevention and control work under the leadership of the Communist Party of China,effectively controlling the spread of the epidemic.This not only highlights the superiority of China’s social system,but also provides valuable anti-epidemic experience for countries around the world.However,due to the late start,there are still some deficiencies in the construction of the public health emergency management system,and various localities have exposed some problems in different forms and degrees in the response to the COVID-19 outbreak.In the face of increasingly complex and uncertain unconventional emergencies,it is an important way to learn from the crisis and carry out institutionalization construction.Therefore,it is particularly urgent and necessary to carry out research on local government’s response to public health emergencies.Based on the practice of emergency management in Ya ’an City under the COVID-19 epidemic,this paper firstly sorted out and summarized relevant literature and materials to clarify the concepts and theoretical basis of emergency management.On this basis,through questionnaire survey,interview survey and case study,combined with the current situation of emergency management in Ya ’an City under the COVID-19 epidemic,The problems and causes in the emergency management and prevention and control work during the novel coronavirus outbreak were analyzed,and corresponding countermeasures and suggestions were put forward.Through the research,this paper found that the emergency management of the COVID-19 epidemic in Ya ’an city has achieved some results,but also exposed some weak links,such as poor operability of the emergency plan in the regular prevention and control work,shortage of health emergency personnel and materials,poor flow of information and resources between sections,and weak public awareness of public health security.In view of these weaknesses,this paper starts from improving the emergency plan system,improving the emergency team system,improving the emergency material support system,establishing a sound and efficient linkage emergency cooperation system,and building a normal and long-term public health security publicity and education mechanism,and actively explores the establishment of response strategies for public health emergencies in line with current national conditions,provincial conditions and municipal conditions.We will improve our capacity to respond to public health emergencies,and shed light on the ongoing prevention and control of the novel coronavirus outbreak and the handling of other public emergencies that may occur in the future.
