| In recent years,under the background of normalized new crown pneumonia epidemic prevention and control,there is a serious shortage of excellent medical talents,the lack of regional medical talents and the new requirements for high standards for medical personnel in health and family planning,objectively it is necessary to strengthen the strict control of all stages of the training of excellent medical talents.It is the most closely integrated with professional positions in the practical teaching system,the last sprint link in the whole process of training excellent medical talents,and the top priority in all links of medical talent training.For a long time,because clinical internship is a practical activity jointly participated by schools,hospitals,students,there are problems in the management of clinical internship of medical students with multiple management subjects and cross-departmental management,resulting in the complexity and conflict of clinical internship management at many levels,which seriously affects the effect of clinical internship of medical students and cannot effectively guarantee the cultivation of excellent medical talents.In view of the compatibility between clinical internship management and public governance theory in terms of diversified governance subjects and governance processes,this study selects public governance theory as the theoretical basis,and selects clinical internship medical students in Inner Mongolia B City as the main survey subjects,and analyzes the problems,causes and countermeasures of clinical internship management of medical students from different levels such as government,hospital,school and society on the basis of questionnaire surveys and interviews.The research shows that there are some problems in the clinical practice management of medical students in Inner Mongolia,such as few policy documents,limited legislation,lack of government supervision,imperfect supervision mechanism and lack of systematic clinical practice management framework;There are some problems in the hospital,such as the lack of pertinence in the preparation of the internship outline,the imbalance in the allocation of the hospital’s internship resources,the low attendance rate in clinical practice,and the lack of refinement in the evaluation management;In terms of schools,there are problems such as formalization of pre job training,deviation in information communication and coordination,serious absence of practice guidance and difficulties in collecting practice data;In addition,there are some problems in the coordination among the subjects,such as the failure to achieve coordination and linkage,the imperfect cooperation mechanism of multi subject cooperation and co governance,and the communication and coordination among governance subjects to be further strengthened.On this basis,we will deeply explore the causes of the problems: the particularity of medical students’ clinical practice management and the relative backwardness of traditional management concepts,the management framework of clinical practice under the guidance of the government needs to be further improved,there are loopholes in the management system of clinical practice,the evaluation subject with low social awareness and limited cooperation,the lack of evaluation review and supervision,etc.At last,we put forward targeted suggestions on the relevant problems and reasons: at the government level,under the guidance of the public governance theory,we should update the management concept,strengthen the coordination of government functional departments,strengthen the informatization layout of internship management and further improve the management norms related to medical students’ clinical internship management;At the hospital level,resource sharing and overall arrangement,ensuring the internship conditions and teaching ability,improving the relevant regulations and systems of clinical practice,and improving the evaluation methods and systems of practice;At the school level,optimize the internship plan,optimize the curriculum teaching system,optimize the internship management system,build the internship management information system,and improve the internship evaluation feedback mechanism. |
