Research On The Operation Mechanism Of Policy Network In Health Governance In China

Health is the expectation and pursuit of the general public,and is also an important reflection of governance capacity.In the report of the 19 th Party Congress,General Secretary Xi Jinping clearly proposed the "implementation of the Health China Strategy",which elevated the protection of people’s health to the height of national strategy and pointed out the direction for China’s health governance.How to promote the modernisation of health governance capacity and health governance system is related to the guarantee and foundation of the people’s growing need for a better life.The study of the operation mechanism of the policy network in China’s health governance can provide a perspective on the subjects of network actors and their interaction.There is interdependence between actors such as the central government and its functional departments,local governments at all levels and their related departments,experts and scholars,professional research institutions,representatives of the two councils,the pharmaceutical market,the public,the media and social organisations,but also forms of cooperation,confrontation and alliance in network relations driven by their respective goals and interests.The policy process of health governance is often characterised by a complex and dynamic game of interaction between multiple actors.However,in the four different health governance areas of health resources,health services,health security,and health environment,China’s health governance policy network is facing many dilemmas: rational actors pursue their own "interest maximization" and their goals and values are not consistent;the blurring of the boundary of authority and responsibility in policy implementation and the lack of position in supervision The network boundaries are unclear due to the blurred boundaries of authority and responsibility in policy implementation and the lack of supervision,and the unbalanced network structure due to the single medical service provider and the shortage of medical talents.Policy network theory advocates cooperation,interaction and communication among policy stakeholders.The balance of interest demands and interest preferences among actors in the operation of the policy network of health governance,the active internalization of policy goals and the learning of policy tools are mainly accomplished through learning mechanisms;the clarification of power and responsibility boundaries and the opening of network relationships need to be strengthened through synergistic mechanisms,and the cohesiveness of the network structure needs to be further enhanced through guarantee mechanisms.Based on the policy network theory and the vivid practice of health governance in China,analysis of the level of health governance in 31 provinces and urban areas(excluding Hong Kong,Macao and Taiwan)in China through descriptive statistics,and try to propose to promote the modernization of China’s health governance concept by learning mechanism,strengthen the modernization of China’s health governance system by synergistic mechanism,and enhance the modernization of China’s health governance capacity by safeguard mechanism,with a view to optimizing China’s health governance The policy network operation mechanism provides useful reference.
