| On January 21,2020,China launched the Level 1 Public Health Emergency Response Plan,and on December 7,2022,China announced the end of the prevention and control of the new crown epidemic.During the three-year epidemic prevention and control period,the Chinese government adhered to the "dynamic zero" policy in the prevention and control of the new crown pneumonia,preventing external import and internal rebound.The community is an important basic unit in the entire national emergency response system,the main position for responding to and preventing major public health incidents,and is called the first and the most effective line of epidemic prevention and control by General Secretary Xi Jinping.In the context of public health events,the strength of community resilience is of great significance for stabilizing the emotions of community residents,maintaining community production and life,and strengthening risk response capabilities.Based on resilience theory and risk society theory,this paper uses the grounded theory research method to conduct interviews and surveys with 21 community managers,community workers,residents,experts,etc.,and collects a total of 93 second-hand data of policies,regulations and publicity materials during the epidemic in Shanghai,and uses the grounding theory to extract the influencing factors of community resilience in 3 main categories and 12 subcategories,namely the characteristics of the community itself(including economic capital,social capital,physical environment,demographic characteristics and institutional capital),Internal subject interaction(including residents’ voluntary participation,community autonomy ability,residents’ independent adaptation,community management innovation and community information governance)and external subject interaction(including the degree of policy implementation and external resource input).While extracting the influencing factors of community resilience,this paper constructs the mechanism of influencing factors and puts forward hypotheses.Based on 529 questionnaire samples,369 data were processed.The hypothesis model was tested by SPSS and the Process macro.It is found that under the background of public health events,the community’s own characteristics affect community resilience by improving the level of internal subject interaction,while external subject interaction has a negative moderating effect on the relationship between the community’s own characteristics and internal subject interaction.In the context of public health events,combined with the grassroots governance system with Chinese characteristics,the influencing factors and mechanisms of community resilience were studied,which further supplemented the theory of emergency management and further improved the theory of community resilience compared with previous studies.Through the formation of new ideas on the influencing factors of community resilience,such as community information governance,residents’ voluntary participation and external resource input,it provides new content for the research on the influencing factors of community resilience.Through empirical research,the mechanism of influencing factors was explored,and the research on the influencing factors of community resilience was further deepened. |
