Research On The Implementation Of "Health Management" Policy In Guangzhou

The Fifth Plenary Session of the 19 th Central Committee put forward the major task of "comprehensively promoting the construction of a healthy China".Health management is not only an important measure to implement the healthy China strategy,but also a key factor to meet the growing health needs of the people and enhance their sense of gain,security and happiness.Therefore,the research on health management should be strengthened,especially the policy implementation of health management,so as to continuously promote the modernization of public health governance level and governance system.This paper takes the public policy implementation of "health management" in Guangzhou as an example,collects data through literature research,comparative analysis and interview,and makes a comprehensive analysis with Smith Model and Sabatier model to gain insight into the embarrassing situation of the public policy implementation of "health management" in Guangzhou.The subject of enforcement has a single means;The right and responsibility structure of the executive subject is vague;Lack of executive talents and specialization;Incomplete identification of execution object;Restricted by the unstable implementation environment and other factors,Guangzhou’s "health management" has fallen into the dilemma of policy implementation.Based on the summary of the advanced experience of the United States,Finland,Beijing,Shanghai and other countries,and combined with the suggestions of the academic circles on the improvement of the implementation of other types of public policies,this paper attempts to put forward a systematic top-level design by strengthening the government’s "health management" public policies;Reasonably allocate the organizational structure of the policy implementation body;Define the boundary of the Department’s rights and responsibilities and the composition of the personnel of the main body of public policy implementation;Improve the digital governance of "health management" public policies;We will implement comprehensive measures such as the selection of precise "health management" public policy service objects and the creation of a standardized and orderly "health management" policy implementation environment,systematically improve the implementation efficiency of Guangzhou’s "health management" public policies,enhance the sense of service access,security and satisfaction of residents within Guangzhou’s jurisdiction,and fully demonstrate the institutional advantages and governance efficiency of the "rule of China",Enrich the implementation options of public policies in the context of China.
