Research On The Implementation Of Health Poverty Alleviation Policy

Health is the necessary condition of individual survival and development,and the inner driving force of building a harmonious society.In 2020,China won a comprehensive victory in the battle against poverty.The health poverty alleviation policy has played an important role in the promotion of anti-poverty work.Absolute poverty has been eliminated historically,but the problem of relative poverty still exists in the new stage.Among the newly monitored unstable households and marginal households prone to poverty after poverty alleviation,disease is still the main reason for the return to poverty.In addition,with the increasing aging of the population,the possibility of poverty due to illness is also increasing,which means that poverty alleviation through health is a long-term and complex task.In order to realize the goal of rural revitalization and comprehensive construction of a strong modern socialist country,the policy of health poverty alleviation under the new situation should be adjusted appropriately,so as to promote the anti-poverty work in China better.In the context of the era of helping rural revitalization,this study firstly reviews relevant literature and reviews the research status at home and abroad,and systematically analyzes the health poverty alleviation policy and the effect achieved by the policy.Secondly,combining the professional knowledge of social policy and social work,it makes an in-depth study of the implementation effect of the health poverty alleviation policy in P county from the perspective of policy implementation.Through questionnaire survey and field interview,problems existing in the process of policy implementation were found and the reasons were analyzed,and the path to continuously improve the effectiveness of health poverty alleviation policy implementation in P county was explored.The research shows that since P County began to implement the health poverty alleviation policy in 2016,various health poverty alleviation works have been carried out in an orderly manner,and remarkable results have been achieved in improving the basic medical and health conditions and improving the health level of the poor population,which lays a healthy foundation for further promoting the rural revitalization strategy and firmly promoting common prosperity.However,at present,there are still some problems in the implementation of the health poverty alleviation policy in P County,which are mainly manifested in the heavy financial burden of the government leading to the lack of policy coverage,the goal displacement effect in the implementation of the health poverty alleviation policy,the mental health problems of the target group have not been effectively solved,the poor quality of human settlement environment health increases the risk of public health,and the overall low level of health literacy of the target group.As for the problems existing in the implementation process of health poverty alleviation policy,this paper analyzes the causes from four dimensions of the policy itself,implementing agencies,target groups and environmental factors with the help of Smith’s policy implementation model,and finds that health poverty alleviation policy pays more attention to "compensation after the event" than "prevention before the event",pays less attention to psychological poverty,and the implementor lacks service awareness and professional quality.The fixed cognitive concept of the target group aggravates the poverty reproduction,and the single supply of policy funds leads to the unsatisfactory implementation environment.Therefore,the following strategies are proposed to improve the effect of health poverty alleviation policy in P County: First,at the level of policy formulation,it is necessary to scientifically improve the top-level policy design,pay equal attention to "treatment" and "prevention",and construct a health risk prevention system;Implement the personal medical expense capping system to optimize the allocation of medical assistance resources;We will pay attention to the mental health of target groups and establish a sound mechanism for preventing and treating mental diseases.Second,at the level of the implementation subject,we should strengthen the implementation of the policy subject.Strengthen the empowerment of big data and artificial intelligence technology to strengthen the health management of the poor population;Strengthen the policy incentive to the grass-roots medical structure,improve the professional quality of medical staff;We will improve the evaluation and oversight mechanism for policy implementation to ensure that policy objectives are effectively achieved.Third,at the level of target groups,we should improve the health awareness of target people.Strengthen the publicity of health poverty alleviation policies to ensure the right of target groups to know;Carry out "knowledge and practice" health education,establish a health concept of prevention first.Fourth,in terms of policy environment,we should improve the environment for policy implementation.Promote the improvement of human settlements and create a community environment with active health interventions;Rationally allocate public resources and foster an institutional environment for local public welfare and philanthropy;Introduce professional social work to explore the long-term practice mechanism of health poverty alleviation policy;We will establish cultivation bases for traditional Chinese medicinal materials,optimize the high-quality development environment for the industry,and further promote sustainable poverty reduction.
