As the basic unit of grassroots social governance,communities are closely connected to the lives of the people.The outbreak of COVID-19 not only poses a certain threat to people’s lives,but also poses an important test for our country’s grass-roots social governance.General Secretary Xi Jinping emphasized: “The community is the first line of joint prevention and control of the epidemic,and it is the line of defense that effectively curbs the spread of the epidemic against external import and internal anti-proliferation,” as an important front for epidemic prevention and control,the epidemic prevention effect of the community is related to the overall situation.For a long time,my country has been striving to build a social governance system under the leadership of the party committee,the government is responsible,democratic consultation,social coordination,public participation,legal protection,and technology support.This system involves the cooperation of multiple subjects.Whether it is grassroots social governance or epidemic prevention and control,the diversity of subjects is an important feature of the community.Under the epidemic,we must pay more attention to the multiple subjects in the community,safeguard the rights and interests of each subject,at the same time pay attention to the coordination between multiple subjects,and guide the multiple subjects to form a joint anti-epidemic force,so as to build a solid line of defense for community epidemic prevention and control.In community epidemic prevention and control,multiple subjects include street offices,neighborhood committees,property service companies,and residents,etc.The cooperation awareness and collaboration methods among the subjects are related to the effectiveness of epidemic prevention.Under the situation that the epidemic continues to recur,optimizing the coordinated anti-epidemic action of multiple subjects and establishing a more scientific and efficient mechanism has become a problem that community epidemic prevention and control must face directly.Therefore,it is necessary to respond to the summary of experience,the sorting out of difficult problems,and the elimination of collaborative dilemmas,which are the focus of this research.The collaborative governance theory characterized by multiple subjects,common rules,subsystem coordination and self-organization can provide a theoretical basis for the collaborative anti-epidemic of multiple subjects in the community,and the SFIC model based on the collaborative governance theory can provide an analytical framework for this research.This study selects 4 different types of communities as research cases,adopts case study method,interview method and comparison method,and analyzes the effect of multiple community subjects in collaborative anti-epidemic from the four aspects of "starting condition,facilitative leadership,institutional design and collaborative process".The survey found that at present,a certain mechanism has been formed for community epidemic prevention and control,that is,the guidance of the street office-the organization of the neighborhood committee-the implementation of the property service enterprise-the cooperation of the residents.The governance model of party building and multi-party co-construction and co-governance explored and formed in our country’s grass-roots social governance has laid a certain foundation for the community’s collaborative anti-epidemic.The severity of the epidemic has directly contributed to the cooperation motivation of multiple subjects,but there are still subjects.There are many problems such as the imbalance of power between the two countries,the need to establish a partnership,the relatively weak system design,and Co-processing passive.On the basis of the analysis of the current situation,this study proposes a path to optimize the collaborative anti-epidemic of multiple subjects in the community,including seeking the balance of resources and power,clarifying the roles of each subject,designing a clear and clear system,and dual measures in parallel to effectively optimize the collaborative process.
