Research On The Policy Of Rural Doctor Team Construction Based On Public Policy Tools

To comprehensively promote rural revitalization and accelerate agricultural and rural modernization is an important direction to do a good job of "agriculture,rural areas and farmers" in the new era.In 2023,the No.1 central document of the Central Committee of the CPC was released,and the CPC Central Committee proposed to implement the special plan of "college student rural doctors".As an important force of the grass-roots medical and health service team,rural doctors have a close relationship with the medical service level in the vast rural areas,make contributions to basic diagnosis and treatment,public health,epidemic prevention and control,and play an important role in the three-level medical and health service network in the county and rural areas.Since the implementation of the new medical reform policy,the government has increased policy support for the construction of rural doctors,which is reflected in the improvement of rural doctors’ diagnosis and treatment ability,service level,practice environment,resource allocation and management system.This article takes the policy of rural doctor team construction as the starting point,and after defining the core concepts and theoretical basis,firstly,summarize the concept,development stage,and application status of rural doctor team construction policies.Secondly,a quantitative analysis will be conducted on the policy texts for the construction of rural doctor teams in China since the new medical reform.Exploring the focus of the policy system for the construction of rural doctor teams in China,analyzing the shortcomings of the policies,and providing certain theoretical references for the formulation and improvement of policies for the construction of rural doctor teams in the next stage.The first is to sort out and integrate the policy text of rural doctor team construction in China since the new medical reform,and research and statistics the attributes of the policy text from the aspects of policy stage,policy issuing department,policy strength,etc.The second is to build an analytical framework of policy tools from the X and Y dimensions,and analyze the focus,content structure and other policy contents of the rural doctor team construction policy,and explore the quantitative evolution law.The results show that in terms of the overall composition,capacity-building tools are the main tools,and command tools are the least used.In terms of stage comparison,"on-the-job training" and "reasonable subsidies and compensation" are the main ones.There is an imbalance in the use of policy tools for the construction of rural doctors by government departments.The construction of rural doctors is too dependent on economic support and on-the-job training.Finally,based on the current policy situation and the quantification of policy texts,we will explore countermeasures and suggestions for optimizing the construction of rural doctor teams.
