A Study On The Behavior Of County Governments In The Development Of National Cultural Industrial Parks

As an important part of the county economy,cultural industry has a very important status.The emergence and development of county cultural industry parks provide a spatial carrier for the development of county-specific cultural industries to achieve industrialization.Government and market are a pair of contradictory and complementary relationships,and the government is the main body of construction in the development of cultural industry parks with both "effectiveness" and "limited" behavior.Jianshui County Purple Pottery Cultural Industry Park was approved as one of the first national cultural industry demonstration parks from planning to construction,and the government of Jianshui County has played a leading role.The government has realized the spatial development pattern of "one core and three districts" and "integration of pottery city" in Jianshui County by integrating the resources of the whole area,creating the brand of purple pottery culture,promoting the integration of industry and education,expanding the promotion of purple pottery culture,and improving the service system of property rights protection.Development pattern,showing the "effectiveness" of government action.With the creation of the Purple Pottery Cultural Industry Park as a national cultural industry demonstration park,the popularity and market influence of purple pottery products are gradually expanding.However,in the face of the increasingly complex and changing market environment,if the county government continues the governmental behavior when the park was first established,it is not conducive to an effective interface with the modern market,and the governmental behavior will appear to be "limited".Therefore,based on the theoretical works and literature related to the development of cultural industry parks and governmental behavior at home and abroad,the thesis summarizes the current situation of the development of Jianshui County Purple Pottery Cultural Industry Park through field research,in-depth interviews and questionnaire surveys,and analyzes the governmental behavior in the development of Jianshui County Purple Pottery Cultural Industry Park,and finds that the governmental behavior in the development of Jianshui County Purple Pottery Cultural Industry Park has "heavy planning,light operation","standards,lack of implementation","training,lack of service","system,lack of supervision " phenomenon,which affects the development of the park in infrastructure construction,operation and management,talent cultivation,and purple pottery brand.On this basis,from four levels,such as operation as the guide,highlighting the construction orientation of national cultural industry park;management as the grasp,promoting the transformation and upgrading of purple pottery cultural industry park;service as the center,ensuring the effective supply of purple pottery talent cultivation;supervision as the guarantee,helping the transformation and upgrading of purple pottery cultural brand,etc.,further put forward the optimization of county government behavior to promote the sustainable development of Jianshui purple pottery cultural industry park.The countermeasures for the sustainable development of Jianshui Purple Pottery Cultural Industry Park are proposed.
