| The First World War left a legacy of hatred and division on the world,not only amplifying nationalism,exacerbating ideological differences but also disrupting the economic lives of nations.The issue of German reparations became the biggest obstacle to the establishment of the European unified market after the war.At the same time,the recession of the United States domestic economy has brought about the political appeal of "prioritizing domestic development",and the foreign policy of the Republican government tends to be conservative.However,as the largest raw material producer and product export market in the United States,Europe’s economy has a direct impact on the United States.Therefore,the United States must pay attention to the stability and recovery of the European economy.This article mainly discusses Hughes’ s efforts for the peace and stability of the European economic order from1921 to 1925,centering on the settlement of German reparations.This article is divided into four parts.The first part mainly introduces Hughes’ international view and understanding of the relationship between the United States and Europe.Thanks to his family background and early legal experience,Hughes is a supporter of international law.He firmly believes that laws can bind countries and build a peaceful and stable international order.Therefore,he opposes political participation in the affairs of other countries and regions.Facing the complicated political situation in post-war Europe,Hughes proposed the relationship between "independence and cooperation",which simply means "political distance,economic cooperation".The second part mainly expounds the solution to the problem of virtue indemnity.Initially,Hughes did not want to get involved too much with Germany,but in view of the domestic Senate’s disgust with the Treaty of Versailles,Hughes proposed a plan to sign a separate peace treaty with Germany to safeguard the rights of the United States as a victorious country,resolving the relationship between virtue and Germany.the issue of compensation.The third part mainly examines the change of Hughes’ attitude towards the German reparations issue from 1922 to 1923,winning over Britain through debt compromise,secretly forcing France to make concessions on the German reparations issue,and finally regaining the right to speak on the German reparations issue.,to prepare for the formation of a new committee of financial experts.Hughes and the United States tried to use the mutual aid and autonomy of the economy to reintegrate Germany into Europe,enhance the trust between countries,and rebuild a stable European political and economic order.The fourth part mainly evaluates the role Hughes played in the committee of financial experts and the formulation of the Dawes plan,and the role he played in solving the German reparations problem. |
