Research On Governance Illegal Buddhism Structure In Heilongjiang Province

Religious governance is a part of the national governance system.Efforts should be made to promote the modernization of our country’s religious governance system and governance capability.Religious governance issues should be studied from the perspective of the modernization of the national governance system and governance capability.Comparative to other provinces,cities and autonomous regions in China,the illegal private Buddhism structures in Heilongjiang Province is a important part of commercialization of religious practices,and an embodiment of “Setting the stage with religious activities,and growing the economy as the results”.Illegal private Buddhism structures have become an issue in governance process and create new challenges for the government to regulate religious affairs legally because those entities use religious affairs as an excuse to amass funding illegally thus deteriorate the order of Buddhism practices.In light of the new trend and requirement in religious affairs management and governance,this paper aims at proposing solutions for improving efficiency in managing illegal Buddhism structures;it discusses the strategic governance approach that could be applied in the process.This research advances the governance model in religious affairs in Heilongjiang Province on both theoretical and practical fronts.The research objective in this paper includes the governance countermeasures taken in Heilongjiang Province against illegal Buddhism structures;it applies Government Supervision to explore on the reason why such illegal structures could be formed,its current situation and impact on the governance process.The paper also offers solutions on how to establish and improve the governance procedures and strengthen governance ability.First,this paper argues that the main reason for the illegal Buddhism structures in Heilongjiang Province is because of the misconception of economic development by some leaders in the local Party.In the meantime,it is also affected by cultural influences from other religions and the lack of collaboration among functional departments.Furthermore,the paper analyzes the governance theory,approach,effectiveness in religious affairs and seeks to identify logical connections between these different factors.Lastly,this paper presents policy suggestions based on the current practices in Heilongjiang Province.It sticks to the governance principles,innovates on governance ideology and acts on improving social governance effectiveness.The research results adds value to the theoretical research on illegal Buddhism structure and also a powerful attempt to push forward the modernization of China’s religious governance system and governance capability,poses policy advice for the legal modern and regulated approach to manage illegal Buddhism structure in Heilongjiang Province.At the same time,a correct understanding of the relationship between the governance of religious affairs and the modernization of national governance,an understanding of the current status of the governance of religious affairs and the search for effective measures to achieve the governance of religious affairs are of great theoretical and practical significance for the modernization of national governance.
