The Grand Canal is a great project created by the Chinese people,the longest and largest canal in the world,and contains the cultural genes of the Chinese nation with a long history.In June 2014,China’s Grand Canal was successfully included in the World Cultural Heritage List,making it the46 th World Heritage Project in China;In February,June,2017 and November,2020,General Secretary Xi Jinping made important instructions on the protection,inheritance and utilization of Grand Canal culture three times,which provided fundamental guidance for this study.At present,the protection and utilization of Grand Canal’s cultural heritage is mainly participated by the government,the market and social organizations.Compared with the government and the market,social organizations are autonomous,voluntary and non-profit.They are not only an important force for the protection and utilization of Grand Canal’s cultural heritage,but also an important carrier of cultural self-confidence.In properly protecting,inheriting and utilizing Grand Canal culture,the role of social organizations cannot be ignored and has become an inevitable trend.In view of this,the author summarizes the practice of social organizations participating in the cultural protection,inheritance and utilization of Grand Canal based on the meta governance theory,multi center governance theory,and collaborative governance theory.At the same time,through the case analysis of the Grand Canal Think Tank Alliance of China,it studies and judges the synergy and problems faced by social organizations in the cultural protection,inheritance and utilization of the Grand Canal,deeply analyzes the causes of the problems,and puts forward countermeasures and suggestions from three aspects of the government,social organizations,and the public,with a view to providing a new perspective and mirror for social organizations to participate in the study of cultural protection,inheritance and utilization of the Grand Canal.In this study,the social organizations involved in the cultural protection,inheritance and utilization of Grand Canal are divided into legal entity form,consortium form and university research center form.The study found that social organizations are an important medium for transmission,transmission and utilization of Grand Canal culture,an important synergy of cultural service supply,and play an important role in undertaking government transfer functions,excavating the profound cultural heritage of Grand Canal,and inheriting and carrying forward the excellent culture of Grand Canal.However,it also faces problems such as insufficient participation ability,insufficient level of participation,and weak effectiveness of participation.The reasons for this include incomplete policy systems,unequal political and social relations,and insufficient public awareness of cultural inheritance.In response to the above research findings,this study proposes the following suggestions: the government should pay attention to optimizing the external living environment of social organizations;The government should increase its support for social organizations;Social organizations should focus on building their own collaborative participation capacity;The public should enhance their awareness and participation in the cultural protection,inheritance and utilization of Grand Canal.
