Research On The Creation Strategy Of ETRI Company As A "Science And Technology Reform Demonstration Enterprise

In order to effectively strengthen and expand state-owned enterprises,promote the appreciation of state-owned capital on the basis of maintaining value and enlarge the function of state-owned capital,in April 2020,the central government officially launched the "Special Action on Deepening market-oriented Reform and Improving Independent Innovation Ability of 100 households science and technology Enterprises"(referred to as "Scientific Reform Demonstration Action")in order to continuously and deeply promote the reform of state-owned enterprises.As another special reform project of state-owned enterprises carried out after the "Double Hundred Action" and "Regional Comprehensive reform experiment",the purpose is to focus on a group of state-owned enterprises in science and technology with strong innovation and urgent reform,encourage such enterprises to explore,actively innovate and strive for breakthrough,and create a model of reform of state-owned enterprises in science and technology and a spearhead of independent innovation.ETRI company is S power grid of the three state-owned high-tech enterprises,is the provincial power grid company is a wholly owned subsidiary of N,positioning for N provincial power grid company’s technical support center,science and technology industrialization development platform and base.After years of business precipitation,ETRI has become a comprehensive electric power technology service enterprise with complete professional categories and high-tech enterprise qualification in N Province,taking a leading position in the power supply service industry in N province,and is the only unit of S power grid that can carry out the whole test of new energy access grid technology.In March 2022,the company became the only unit in the western region of S power grid that was shortlisted for the list of "Scientific Reform Demonstration Enterprises".This article through to ETRI company create change "demonstration enterprise" strategy,through the literature data collection,analysis,qualitative analysis,interviews and other methods,combining the current situation of the development of high and new technology enterprise of the same type,compared with ETRI company status quo analysis,draw lessons from more advanced management experience,Find out the shortcomings and improvement space under the current management mode of ETRI company.Through the use of PEST model and SWOT model,combined with the comparative analysis of the key index requirements of "scientific reform demonstration enterprise",the management status of ETRI company to create "scientific reform demonstration enterprise" is fully analyzed,and combined with the analyzed internal and external advantages and disadvantages,from relying on internal advantages,using external opportunities(SO),using internal advantages,avoiding external threats(ST),Nine aspects and 37 strategies are formulated in four aspects: reducing internal disadvantages,avoiding external threats(WT),making use of external opportunities,and making up internal disadvantages(WO).Valuable suggestions are provided for ETRI to create a "science reform demonstration enterprise",and regular experience of achieving standards and goals for high-tech enterprises is summarized.Through research,found ETRI companies by creating a "change demonstration enterprise" can realize the overall goal is: to breakthrough innovation platform construction;Intellectual property focuses on high value;The results of transformation to a higher level;Science and technology to achieve new breakthroughs;Standardization is on track.By 2025,it is highly likely to achieve the goal of establishing "science reform demonstration enterprises" and ensure "benchmark" in the comprehensive evaluation of "science reform demonstration actions".
