| Cultivated land is the necessary material basis for human survival and development,which is non-renewable and limited.However,with the continuous advancement of urbanization in China and the driving of comparative benefits,the problem of "nonagriculturalization" and "non-grain" of cultivated land has become increasingly prominent,which seriously threatens China’s food security.Although the state and governments at all levels have formulated a number of policies to solve the problem of "non-agriculturalization" and "non-foodization" of cultivated land,the existence of various subjective and objective factors leads to the unsatisfactory effect of policy implementation.Therefore,from the perspective of policy implementation,this research explores the existing problems and solutions in the implementation of cultivated land protection policies in counties.In this research,L District was selected as the research area,and the "non-agricultural" and "non-grain" remediation of cultivated land in L District was taken as the entry point.Through the collection of data and field research,the basic situation of L District and the implementation status of cultivated land protection policy in the process of "non-agricultural" and "non-grain" remediation of cultivated land were understood,and the implementation of county cultivated land protection policy was studied.Based on objective data on the change in arable land area in District L since 2013 and the actual situation of the implementation of the arable land protection policy,the problems in the implementation of the arable land protection policy are studied in depth,their causes are analysed and specific countermeasures are proposed.The research found that although the protection of cultivated land in L District has achieved certain results,the indicators of cultivated land protection have been basically realized,and the awareness of farmers’ cultivated land protection has been enhanced,and the level of agricultural modernization has been improved,there is still a certain gap from expectations.At the present stage,the main problems in the implementation of cultivated land protection policies in the "non-agricultural" and " non-grain" remediation of cultivated land in L District include the incomplete design goals of the policy itself,the insufficient cognition and limited ability of the executive subject,the low participation of farmers’ enthusiasm,and the low sense of policy identity,which makes the country vigorously promote the protection of cultivated land while the cultivated land area is still decreasing.In view of this,this research uses the Smith model to study from the perspective of policy itself,executive body,target group and policy environment.In-depth analysis of the new ideas and new requirements put forward in recent years in the protection of cultivated land,especially to curb the "nonagriculturalization" of cultivated land,to prevent the implementation of the policy after the "non-grain" of cultivated land and the existing problems,from the four dimensions of the Smith model to explore the optimization countermeasures for the implementation of cultivated land protection policies.On this basis,it provides practical guidance for the implementation of cultivated land protection policy in L District,which is of positive significance to local agricultural development and food security.Doing a good job in the implementation of cultivated land policy,solving the problem of cultivated land protection in the county,curbing the "non-agriculturalization" of cultivated land and preventing the "non-foodization" of cultivated land can provide reference ideas for county-level government departments to do a good job in cultivated land protection,and also provide more research materials for the smooth progress of regional work facing the implementation of cultivated land protection policies. |
